You can send papers for money? Beijing police seized 19 people arrested by Shanzhai magazine agency for publishing papers.
Beijing, September 19, 2008 (Reporter Guan Xin, General Station) Many fields need to publish academic papers in well-known magazines if they want to be promoted to professional titles. Some lawless elements saw the "business opportunities" here. They copied well-known magazines to make "cottage" periodicals and helped others publish papers to defraud money. Recently, the police in Shunyi, Beijing, successfully destroyed a cottage magazine with a case involving millions of dollars in the name of "distributing papers on behalf of others", and 19 suspects were detained in criminal detention.
The reporter noted that this year, public security organs in Yichun, Heilongjiang, Taizhou, Jiangsu and other places seized criminal gangs in the name of "writing papers on behalf of others". Many academics said that the gray industrial chain of papers has existed for many years, seriously endangering academic integrity and scientific research quality. Why is it difficult to eradicate the black production of "generation papers"? How to effectively hit the whole chain?
Not long ago, the police of Shunyi Branch of Beijing Public Security Bureau went to Guangxi to take action against a company. According to the clues in the early stage, the company defrauded money in the name of helping others publish papers in periodicals.
The police said: "The public security organs seized the suspects’ computers, mobile phones and magazines and found that the amount of fraud of the suspects reached several million."
Mr. Lei, who is in his thirties this year, is an employee of a construction company. Not long ago, the company needed to publish a paper to evaluate its professional title. He wanted to take a shortcut, so he found a publishing house online.
"The company is preparing to evaluate the professional title recently, but my academic qualifications are not very high, so I am going to search online. I saw a QQ number saying that he could help contribute to some magazines and periodicals, and transferred him to 1800 and sent three articles. I took a look at this magazine and it did have my name on it. The unit said that they went to the magazine to verify that there were no such things. " Mr. Lei said.
Mr. Lei immediately contacted the docking person and found that he was blacked out directly and could not be contacted.
After receiving the report, the Criminal Investigation Detachment of Shunyi Public Security Bureau and Renhe Police Station immediately launched an investigation. It was found that the magazines and periodicals received by Mr. Lei were counterfeit goods printed by the suspect himself. The policeman of Renhe Police Station said: "There are some published information on its cover appearance, all of which are modeled after the original ones. The content of the paper is definitely different from the original published papers."
In addition to the appearance of the cover and the content of the paper, it can be easily judged from the printed paper of the magazine that these are all fake publications. The police investigation found that this is a criminal gang. Recently, a 19-member fraud gang headed by Wang was successfully caught in Guangxi. According to the police, the suspect posted advertisements through QQ group and WeChat group, and cheated in the name of publishing papers by magazines, and each paper charged hundreds of dollars.
Xie Shu, an associate professor at the School of Criminal Justice of China University of Political Science and Law, told reporters that the crime of fraud refers to the act of using deception to defraud a large amount of public and private property for the purpose of illegal possession. It is a typical fraud to defraud the victim’s property in the name of writing and distributing periodical papers. He said: "This kind of criminal behavior is very common, but because it is disgraceful to write and distribute papers on behalf of others, many victims find that the quality of the articles written on behalf of others is poor or cannot be published, or published in ‘ Fake periodical ’ I dare not call the police in the world, which has affected the crackdown on criminal gangs. "
Xie Shu believes that in the field of periodical publishing intermediary, the criminal suspect has taken advantage of the victim’s psychology and continuously expanded the scale of crime. For researchers or students at school, there is no shortcut to scientific research, and it is necessary to abide by basic academic norms and scientific research integrity. Papers should be published through formal channels, not for quick success.
Dou Dongchen, a lawyer of Beijing Dishi Law Firm, told the reporter that publishing papers on behalf of others in false academic journals only defrauded personal money, while publishing papers on behalf of others in real academic journals was more harmful to the academic circle. "Of course, there is also a kind of paper — — The author may actually pay some money, and then they (the intermediary) really help the author to send it. I think this behavior of the latter may be more harmful to the academic community. "
The reporter noted that since the beginning of this year, public security organs in many places have launched actions against the black and gray industrial chain of "issuing papers on behalf of others". According to the cases investigated and dealt with by the police, the interest chain of proxy papers exists to a certain extent in the medical field, and many medical workers have been cheated.
Take a case investigated by the public security organ in Taizhou, Jiangsu as an example: local police investigation found that since 2018, Huang Moujia and Huang Mouyi have registered and established Kunming Moumou Culture Communication Co., Ltd. in Kunming, Yunnan Province, recruiting 11 people including Wang Moumou as salesmen and conducting "speech skills" training. A salesman pretends to be an editor and consultant of a magazine, and randomly calls medical staff in hospitals in Jiangsu and Yunnan to find customers who need to publish papers in various medical magazines. In the name of being able to help medical staff write and distribute papers in designated journals, they cheat customers’ money by making fake notice of manuscript recording, but they don’t publish papers or cheat others’ property by transferring to other low-end journals or distributing fake journals. This crime has caused more than 120 medical staff to be deceived and defrauded property of more than 400,000 yuan.
The reporter’s investigation found that the interest chain of writing papers on behalf of others not only exists in technology-oriented business units such as hospitals and buildings, but also exists in colleges and universities to a certain extent. A number of university teachers who asked for anonymity told reporters that some university lecturers who are not strong in scientific research or only have intermediate titles can only have the opportunity to publish articles by spending money on pages when the resources of core academic journals are limited. And those experts and scholars with great academic influence are more likely to publish papers.
Editors of academic journals told reporters that titles and units are the key words that journals decide to adopt, and it is relatively difficult for young scholars to publish articles, and it is also difficult for young scientific research achievements or academic opinions to be adopted. Lawyer Dou Dongchen thinks: "For example, like some professors, he has great influence in academics. As an editor, if I publish his article, no one may say anything, and the quality of this article is guaranteed."
A young teacher from 985 college told reporters that not only college teachers need to publish papers to evaluate their professional titles, but also undergraduates and graduate students need to prove their scientific research ability through papers. This has caused many magazines to change from bimonthly to monthly or even monthly, from which they collect page fees. The demand for publishing papers is expanding, and the academic journal market is constantly catering to this social demand. To put an end to this phenomenon, we must change the status quo of evaluating all qualifications by papers and develop various channels and evaluation paths.
In Xie Shu’s view, the current paper intermediary industry chain has gradually bid farewell to the mode of "posting small advertisements", but is related to the crime of network black and gray industry. Especially on the internet, you can see all kinds of pop-up advertisements to drain the paper intermediary. Therefore, we should not only rely on the clues provided by the victims in the process of cracking down. To crack down on paper intermediaries, it is necessary to carry out "full chain" punishment.
"It is necessary not only to crack down on the writing of papers, but also to identify crimes in its upstream and downstream, including the black and gray industrial chain of advertising drainage. Moreover, the crackdown and rectification should not be limited to individual cases, but should be combined by multiple organs. ‘ From point to surface ’ Ground realization ‘ Full chain ’ Punishment starts with individual cases, ‘ Follow the trail ’ It has led to the entire black and gray industrial chain. " Xie Shu said.
