In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, further improve the response to the COVID-19 epidemic, and ensure people’s life safety and health, through research, we now put forward the implementation plan of the second dose of Covid-19 vaccine to strengthen immunization.

First, the target population

At this stage, on the basis of the first dose of booster immunization, the second dose of booster immunization can be carried out among people with high risk of infection, people over 60 years old, people with serious basic diseases and people with low immunity.

Second, vaccine selection and time interval

(1) vaccine selection.According to the progress of vaccine research and development, all vaccines approved for conditional marketing or emergency use can be used for the second dose of booster immunization. Priority is given to sequential booster immunization, or the second dose of booster immunization with vaccines containing Omicron strain or with good cross-immunity to Omicron strain. The relevant combinations are as follows:

3 doses of inactivated vaccine +1 dose of Kangxinuo intramuscular recombinant Covid-19 vaccine (adenovirus type 5 vector);

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 vaccine (CHO cells) of Chifeilongkema;

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 vaccine (adenovirus type 5 vector) for Kangxinuo inhalation;

3 doses of inactivated vaccine +1 dose of Zhuhai Livzon recombinant Covid-19 fusion protein (CHO cell) vaccine;

2 doses of Kangxinuo intramuscular adenovirus vector vaccine +1 dose of Kangxinuo inhalation recombinant Covid-19 vaccine (adenovirus vector type 5);

3 doses of inactivated vaccine +1 dose of Chengdu WEEK recombinant Covid-19 vaccine (sf9 cells);

3 doses of inactivated vaccine +1 dose of Beijing Wan Tai nasal spray influenza virus carrier Covid-19 vaccine;

3 doses of inactivated vaccine +1 dose of Zhejiang clover recombinant Covid-19 protein subunit vaccine (CHO cells);

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 bivalent S trimer protein vaccine from Shenzhou cells.

(2) Time interval.According to the real world research and clinical trial data at home and abroad, combined with the actual vaccination in China, the time interval between the second dose of booster immunization and the first dose of booster immunization is more than 6 months.

Third, ensure vaccination safety

All localities should continue to give priority to vaccination safety, and organize vaccination implementation in strict accordance with the requirements of the Code for Vaccination Work. Local health departments should implement the "four haves" requirement that vaccination units should have emergency personnel stationed in general hospitals at or above the second level, emergency equipment and medicines, 120 ambulances on duty, and green channels for treatment in general hospitals at or above the second level to ensure vaccination safety. Inoculation units should do a good job in strengthening the vaccination information registration and vaccine flow management, and update the vaccination records in the immunization planning information system and vaccination vouchers in a timely and accurate manner.

Fourth, strengthen organization and implementation

(1) Strengthening the responsibility of territorial subjects.All localities should implement the responsibility of territorial management, attach great importance to and co-ordinate the vaccination work in Covid-19. It is necessary to strengthen the guidance of vaccination work within the jurisdiction and fully grasp the progress of the work. Relevant local departments should strengthen docking and do a good job of coordination.

(two) the implementation of departmental industry management responsibilities.The competent departments of relevant industries should guide the units where the personnel in this industry work to actively cooperate with local unified arrangements and jointly do a good job in organizing and mobilizing.

(3) Strengthen supervision and guidance.It is necessary to closely track and monitor the progress of the second dose of enhanced immunization in various places, and find and study and solve related problems in time. Improve the traceability system of vaccine flow, improve the safety supervision mechanism of vaccine whole chain, and continuously strengthen the whole process management and safety prevention.

(4) Do a good job in publicity and guidance.All localities and relevant departments should, according to the needs of the work, formulate targeted publicity measures to strengthen the immunization work in the second dose, focus on the purpose and significance of strengthening immunization, actively guide the target population to take the initiative to vaccinate, and especially guide and improve the vaccination rate of the elderly population.
