Railway police tip: You should carefully choose self-heating food when you ride.

During Spring Festival travel rush, the railway hangzhou east railway station was crowded. From the clattering green leather train to the air-conditioned car, and then to the high-speed train flying close to the ground, Wang Shenzhang’s way home reflects the change of travel mode in Spring Festival travel rush, Chinese. Jin Yan said that in the era of green leather cars, it was necessary not only to serve passengers in carriages, but also to sell things and do sanitation. Now, on the high-speed rail, the work of flight attendants has been subdivided, and flight attendants, cleaning staff and dining car staff have their own duties.

Perfecting the distribution system and solidly promoting the common prosperity of all people

Thoroughly study, publicize and implement the spirit of the 20th Party Congress.

Author: Ma Jun (China Academy of Social Sciences, the supreme leader of the New Era Socialism with Chinese characteristics Thought Research Center, special researcher, national academy of economic strategy researcher)

The distribution system is the main content of the basic socialist economic system, and it is also the basic system to promote common prosperity. Report to the 20th CPC National Congress of the Communist Party of China emphasized "solidly promoting common prosperity" and gave a comprehensive explanation of China’s distribution system, which deepened the understanding of the policy of promoting common prosperity by improving the distribution system. From the perspective of distribution, achieving common prosperity is not equal to egalitarianism, and it is bound to face a series of relationships that need to be handled well and balanced in specific work. For example, we should properly handle the relationship between promoting fair opportunities and fair results, giving full play to the role of the market and the role of the government, and regulating income distribution and standardizing the mechanism of wealth accumulation. To handle these relations well, we must grasp the key points of policies according to the requirements of the Party’s Report to the 20th CPC National Congress, and constantly promote common prosperity in the process of scientific policy and standardized development.

  1. Improve the institutional mechanisms for promoting equal opportunities.

The General Secretary of the Supreme Leader pointed out, "Insist on getting more for more work, encourage hard work and get rich, improve the system and mechanism to promote equality of opportunity and safeguard social fairness and justice, so that everyone can get the opportunity to develop themselves and contribute to society, and enjoy the opportunity to shine in life and the opportunity to realize their dreams together." Promoting equality of opportunity by improving the distribution system means that everyone has equal opportunities to participate in competition, and by exerting their greatest potential to create income and wealth, everyone can obtain the material foundation of a better life in a dignified way. Policies and measures related to promoting equal opportunities are discussed in many parts of the Party’s Report to the 20th CPC National Congress, such as: improving the basic public service system, improving the level of public services, and enhancing balance and accessibility; Improve the employment public service system, improve the employment support system for key groups, and strengthen the employment assistance for disadvantaged groups; Coordinate the urban and rural employment policy system, get rid of the system and policy drawbacks that hinder the flow of labor and talents, eliminate unreasonable restrictions and employment discrimination that affect equal employment, so that everyone has the opportunity to realize their own development through hard work; Improve the lifelong vocational skills training system and promote the resolution of structural employment contradictions; Promote the orderly connection of multi-level medical security and improve the system of serious illness insurance and medical assistance; Improve the hierarchical and classified social assistance system.

  2. Improve the mechanism that the remuneration of various production factors is determined by the market.

The gap between residents’ income and wealth is largely formed in the initial distribution. Considering that residents’ income is relatively low in the national income, and the share of labor income is not high, the 18th National Congress of the Communist Party of China proposed "increasing residents’ property income through multiple channels", and Report to the 20th CPC National Congress of the Party continued to emphasize "exploring multiple channels to increase the factor income of low-and middle-income people and increasing the property income of urban and rural residents through multiple channels". This requires that the distribution policy should pay more attention to the role of the market mechanism, expand and innovate the income distribution mode, and further improve the mechanism that all kinds of production factors are determined by the market. Including improving the reasonable wage growth mechanism and increasing the proportion of labor remuneration in the initial distribution; Improve the policy system of participating in distribution according to factors, and increase the factor income of low-and middle-income groups through the right to use land, capital and other factors. To this end, on the one hand, the implementation of the mechanism that factors of production such as labor, capital, land, technology, management, knowledge and data are contributed by market evaluation, and the remuneration is determined according to the contribution, which is not only conducive to improving economic efficiency, promoting innovation and development, transformation and upgrading, but also conducive to promoting the income and wealth growth of low-income people. Labor is the main way for low-income groups to obtain income. The Party’s Report to the 20th CPC National Congress proposed to smooth the flow of urban and rural factors and eliminate unreasonable restrictions and employment discrimination that affect equal employment, which means that the value of labor will be fully realized by deepening the factor market reform, so as to increase the income of low-income people in a market-oriented way. On the other hand,Property is another factor that can bring income. At present, the inequality of property income has become one of the main reasons for widening the income gap of residents. Because low-income residents don’t own or only own a small amount of property that can’t be realized, it is difficult or rare to own property income, so it is difficult to raise the income level with the help of property income. Creating conditions for more people to own property income is an important measure to deepen the reform of income distribution system in China, and it is also an important measure to increase the income of urban and rural residents and expand middle-income groups.

  3. Give full play to the role of fiscal policy.

Promote common prosperity step by step. At present, China is still a developing country. In the process of promoting common prosperity, it is necessary to improve the income and wealth gap with greater strength and more practical measures, so that the people can have more sense of gain. However, while narrowing the income and wealth gap between regions, urban and rural areas and residents, we must improve economic efficiency as much as possible, make a big economic cake, and improve the overall income level and wealth. This means that to promote common prosperity, we should pay attention to both fairness and efficiency, and do our best and do what we can. The General Secretary of the Supreme Leader emphasized that "the government cannot cover everything, and the key point is to strengthen the construction of basic, inclusive and comprehensive people’s livelihood security. Even if the development level is higher and the financial resources are stronger in the future, we can’t set high goals, engage in excessive protection, and resolutely prevent falling into ‘ Welfare doctrine ’ The trap of raising lazy people. " Report to the 20th CPC National Congress of the Party emphasized that "efforts should be made to solve the people’s urgent problems, improve the basic public service system, improve the level of public services, enhance balance and accessibility, and solidly promote common prosperity". This means that in the process of promoting common prosperity, fiscal policy will put more emphasis on giving full play to the role of the bottom, and we should not expect to narrow the distribution gap completely through government means. Under the modern market economy system, this is neither realistic nor necessary. We must coordinate needs and possibilities, and base the protection and improvement of people’s livelihood on economic development and sustainable financial resources.

  4. Adhere to the priority development of agriculture and rural areas.

General Secretary of the Supreme Leader pointed out that "unbalanced and uncoordinated urban and rural development is a prominent contradiction in China’s economic and social development" and "the dual structure of urban and rural areas has not fundamentally changed, and the trend of widening urban-rural development gap has not been fundamentally reversed". At present, although our work on agriculture, rural areas and farmers has made remarkable achievements, the agricultural foundation is still not stable, and the gap between urban and rural regional development and residents’ income is still large. Unbalanced urban and rural development and insufficient rural development are still the concentrated expression of the main social contradictions and one of the reasons for widening the income gap. In reality, many income and wealth gaps between urban and rural areas are caused by the dual structure of urban and rural areas. Report to the 20th CPC National Congress of the Communist Party of China put forward that "we should give priority to the development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, and smooth the flow of urban and rural factors". Promoting the priority development of agriculture and rural areas can not only consolidate and expand the achievements of poverty alleviation, but also broaden the channels for farmers to increase their income and increase their income. To this end, we must improve the system and mechanism, build a long-term policy mechanism, and form a new type of relationship between workers, peasants and urban areas, which promotes agriculture through industry, brings rural areas through cities, benefits workers and peasants, and integrates urban and rural areas, so that farmers can participate in the modernization process on an equal footing and share the fruits of modernization. By developing rural economy, organizing farmers to go out to work and do business, and increasing farmers’ property income, the income gap between urban and rural residents will be continuously narrowed. Rural areas should focus on developing county-level industries with obvious comparative advantages, strong driving ability and large employment capacity.Take multiple measures to promote the stable employment of migrant workers and tap the potential of increasing business income and income of migrant workers. Improve the mechanism of linking agriculture with agriculture, pay attention to leaving more industrial value-added benefits to farmers, and let farmers pick up the "golden pole". Strengthen the policy of benefiting farmers and enriching farmers, increase the subsidies to farmers, improve the level of social security, and activate all kinds of resource elements in rural areas as much as possible, so that farmers’ pockets are getting more and more bulging and their days are getting more and more prosperous.

  5. Further standardize the income distribution order.

Report to the 20th CPC National Congress of the Communist Party of China pointed out, "Improve the personal income tax system, standardize the income distribution order, standardize the wealth accumulation mechanism, protect legitimate income, regulate excessive income and ban illegal income". Since the 21st century, with the reform of factor marketization and the development of multi-level capital market system, coupled with the rapid development of digital economy in recent years, the source channels of residents’ income have become more and more diversified, residents’ property income has been increasing, the speed of wealth accumulation has been accelerated, and the speed of differentiation of wealth accumulation has also been accelerated. At present, the Gini coefficient of Chinese residents’ wealth has exceeded the Gini coefficient of residents’ income. Therefore, we must further standardize the income distribution order, especially the wealth accumulation mechanism. To promote common prosperity, we should not only pay attention to the distribution of wages and income, but also pay attention to the distribution of other factors besides labor and property income; In addition to paying attention to income distribution as flow, we should also pay attention to other aspects of distribution as stock, such as property and net wealth distribution. In short, it is the consistent policy of the party to encourage members of society to get rich through hard work and legal management, and the legal income and wealth generated therefrom must be protected by national laws. At present, China needs to speed up the exploration of the mechanism of regulating wealth accumulation, protect legitimate income, build the distribution system on the track of rule of law, and effectively promote common prosperity while encouraging social members to create wealth.

Christian von Koenigsegg: Hello, I’m Christian von Koenigsegg. I’m the founder and CEO of Koenigsegg, a Swedish supercar manufacturer. I’m very happy to participate in the 2012 auto china.

Interview with Christian von Koenigsegg, founder of Koenigsegg at Beijing Auto Show.

Moderator: You are also very welcome to our Aika Studio. First of all, please tell us about the models and some information brought by Koenigsegg at the Beijing Auto Show.

Christian von Koenigsegg: We are very honored to bring our Agera R 2013 supercar to the Beijing Auto Show. It is a product brought by our 17-year history and experience in developing automobiles, and it has very high performance.

Interview with Christian von Koenigsegg, founder of Koenigsegg at Beijing Auto Show.

Moderator: Besides this car, what other highlights are there in our booth?

Christian von Koenigsegg: Our booth is located in E4 venue, which is in a very good position, surrounded by booths of very famous brands. When fans come to our booth, they can not only see the real thing of our car, but also have a big screen for everyone to see the performance of our car driving on the actual track.

Compere: Koenigsegg is the top sports brand in the world, and some consumers may not know this brand very well. Could you please give us a brief introduction to the history and characteristics of this brand?

Christian von Koenigsegg: I started Koenigsegg Company in 1994, when I was only 22 years old. I had a dream to build my own sports car since I was a child, so I started my first company, the trading company, when I was 19 years old. After I got enough funds, I realized my dream of building my own sports car at the age of 22. I didn’t build this car to compete with any brands and cars, but to realize my dream car and find people who share my dreams to cooperate with.

Compere: As a top sports car brand, many other sports car brands will take part in some international automobile races or promote some high-end automobile sports. Does Koenigsegg have its own plans or measures in this regard?

Christian von Koenigsegg: Of course, we mainly let them participate in these events by making these cars. We have already made GT1 cars, and our main strategy is to produce these products and let them be used in competitions.

Compere: Koenigsegg made its first appearance in China at the Shanghai Auto Show in 2005. At present, when and in what form will Koenigsegg officially enter the China market to sell its products?

Christian von Koenigsegg: We participated in the Shanghai Auto Show for the first time in 2005, and it received a good response at that time. After several years of planning, we cooperated with Beijing Hengxiang Yongrui Trading Co., Ltd. to officially sell our models in Beijing last year. This year’s performance greatly exceeded our expectations. Now we only have an exhibition hall in Beijing, and next we will expand our sales network in Shanghai and other cities.

Moderator: You just said that the sales situation exceeded your expectations. Can you tell us something about the existing sales situation? And the sales target for 2012?

Christian von Koenigsegg: We sold seven cars in one year, and orders kept coming in. This is of course a very good market, and we hope to have better sales.

Moderator: Many supercars have launched customized models in China, such as Ferrari. Does Koenigsegg have any plans to launch customized models in China?

Christian von Koenigsegg: Actually, every car we have is a car, which is customized according to customers’ requirements, so we are very happy to customize this kind of car for customers in China.

Compere: Please explain from your point of view what advantages your sports car has compared with cars like Bugatti and pagani?

Christian von Koenigsegg: Koenigsegg is famous for combining all kinds of unique personalities. We are a super sports car that pays great attention to practicality. It can be used as both a sports car and a business car, and we can disassemble the top and put it in the trunk to become an open sports car. Accelerating these performances is the first in the world, and all these performances can be combined.

Moderator: We know that some top super-running brands have already carried out experience day marketing, such as track day and some track activities. Will Koenigsegg bring experience marketing to China?

Christian von Koenigsegg: Actually, we are also carrying out this kind of activities. Not long ago, we held a racing activity at the track in Shanghai. We will invite some customers to the exhibition hall to see our products and so on. Of course, the whole activity is relatively small, because our car output is relatively small.

Moderator: We know that Koenigsegg is a brand from Sweden. What are the main partners in spare parts during the actual production of automobiles? Or is building a car more from yourself? Or is it a collection of global technologies?

Christian von Koenigsegg: I can say that all our engineering design and manufacturing are produced by ourselves, and all our development and testing are done by ourselves. Of course, some of us are mainly from local suppliers in Sweden. This is different from others. Everything is developed and produced by ourselves.

Moderator: In recent years, many luxury cars are keen to launch SUV models, such as Lamborghini. As Koenigsegg, have you considered launching your own SUV models in the future?

Christian von Koenigsegg: So it’s not on our agenda at present, but we will still expand the product line to expand the company, but it’s too big for the company to cross into the SUV field, and we still want to focus on improving the performance of the car itself.

Moderator: Back to the initial question, Koenigsegg has already sold a certain amount in China, and the global market is also growing. What situation will Koenigsegg increase its output in the future? Expand the scale of their sales in the country?

Christian von Koenigsegg: This problem is very good, and we are gradually realizing it. At present, the output is far behind the demand, but it is very good for us. Fortunately, there is still enough room for the expansion of the factory building and the surrounding land can continue to expand, so we will continue to expand our factory building to increase our output to meet the increasing demand.

Compere: As a top super sports car brand, each car factory has its own unique technical style and characteristics. Finally, please explain to us the latest technology and selling points of Koenigsegg brand?

Christian von Koenigsegg: First of all, we use carbon fiber to make the car body, so the car is very light, and the power design makes the wind resistance very low and the speed can reach the highest. In addition, our engine is completely self-developed, from design, adjustment and design, our engine is very compact and very light.

Moderator: Thank you very much, CEO, for visiting Aika’s studio. Please also pay attention to the high-end interview we brought on auto china. Thank you.

In 2018, the world political security situation is still complicated, and six suspense affects the world.

Xinhua News Agency, Beijing, January 1st (International Observation) In 2018, these six suspense will affect the world.

  Xinhua news agency reporter

In 2017, the momentum of world economic recovery is improving, while the political and security situation remains complicated. Some old problems have been solved, but new problems keep emerging. Looking forward to 2018, what suspense will the world face?

Suspense 1: How does the Middle East Chaos 3.0 Era evolve?

With the collapse of the extremist organization "Islamic State", the main contradiction in the Middle East has changed, from anti-terrorism to the opposition between the Shiite and Sunni camps.

If the so-called "Arab Spring" that began in 2010 triggered domestic chaos in Tunisia, Egypt, Libya, Yemen and Syria, which constituted the "1.0 era of chaos in the Middle East", the emergence of the "Islamic State" in 2014 and its "capital" in Raqqa, Syria meant that the chaos in the Middle East entered a "2.0 era" characterized by the struggle between counter-terrorism forces and terrorist organizations.

By the end of 2017, the collapse of the "Islamic State" is a foregone conclusion, ending the "2.0 era". Syrian President Bashar al-Assad’s position has been consolidated, and Shiite forces such as Iran and Hezbollah in Lebanon who support him are rejoicing, while Sunni countries such as Saudi Arabia are increasingly worried about the emergence of a "Shiite crescent zone" from Tehran, Baghdad, Damascus to Beirut in the Middle East.

In 2017, Saudi Arabia and other countries broke off diplomatic relations with Qatar, Lebanese Prime Minister Hariri resigned, and Yemeni Houthi armed forces fired missiles at Riyadh, the capital of Saudi Arabia, which highlighted the overall deterioration of relations between Saudi Arabia and Iran.

In 2018, with the help of anti-Iranian forces such as the United States and Israel, how the "Middle East Chaos 3.0 Era" is evolving affects all parties.

Suspense 2: Where is the fire of "TongRumen"

The US prosecutor’s investigation of the "TongRumen" incident has made significant progress recently. President Trump’s former national security assistant Flynn pleaded guilty, and the investigation spearhead gradually pointed to people around Trump.

But so far, the published and confirmed information is not enough to constitute a substantial blow to Trump himself. Analysts believe that unless the Republican Party loses its majority status in the House of Representatives after the mid-term congressional elections in 2018, it is unlikely that Trump will be impeached for "TongRumen". On the other hand, the "TongRumen" survey is undoubtedly not conducive to the Republican midterm election, and its suspense has become a major variable in American politics.

In addition, although Russian President Vladimir Putin and Trump seem to be "appreciate each other", under the pressure of the "TongRumen" investigation and the mid-term election of the US Congress, the prospect of bilateral relations in 2018 is still full of uncertainty.

Suspense 3: Can the anti-terrorism situation in the West improve?

In 2017, the anti-terrorism situation in the West is still grim. From London to Manchester, from Paris to Barcelona, from Helsinki to Stockholm, terrorist attacks in European countries are frequent and hard to prevent.

The United States has not been spared. On October 1st, Las Vegas, 59 people were killed and 527 injured when lone wolf gunmen strafed the crowd. On October 31, a car crash occurred in new york, killing 8 people; On November 5th, a church shooting in Texas caused more than 40 deaths and injuries … …

In 2018, the security situation in western countries is still not optimistic.

First of all, the "Islamic State" is dead but not stiff, and some remnants may form new terrorist organizations with smaller scale and different forms. The "Islamic State" elements scattered from Iraq and Syria have returned to other countries, which has become a security risk; Secondly, terrorist attacks are increasingly "localized". Judging from the identity of the people who launched terrorist attacks in Europe and America in the past, a considerable number of them are descendants of immigrants; Moreover, the means of terrorist attacks are more diverse, and the "lone wolf" attacks have increased significantly.

Under the background of the intensification of social division in the United States, the deepening of internal contradictions in Europe and the transfer of terrorists from the Middle East, what means can the West have to get rid of the predicament of counter-terrorism?

Suspense 4: Can the DPRK-US confrontation turn around?

On December 22, 2017, the UN Security Council unanimously passed a resolution to impose more severe sanctions on North Korea.

In 2017, North Korea repeatedly tested ballistic missiles in violation of Security Council resolutions, and conducted its sixth nuclear test on September 3. North Korea’s accelerated research and development of nuclear guidance poses a threat to regional peace and stability and has been unanimously condemned by the international community.

But at the same time, it should be noted that the responsibility for causing tension in Northeast Asia is not only on the North Korean side. After Trump took office, he regarded North Korea as the "primary security threat" of the United States, and replaced the former government’s "strategic patience" policy with the policy of "extreme pressure and intervention", and even publicly threatened to use force against the DPRK when he spoke at the UN General Assembly.

In view of the situation on the peninsula, China put forward the "double suspension" initiative of North Korea’s suspension of nuclear guidance activities and the suspension of large-scale joint military exercises between the United States and South Korea, and the "two-track parallel" idea of promoting the denuclearization of the peninsula and establishing a peace mechanism on the peninsula in parallel. Russia also put forward the idea of solving the peninsula problem step by step. On this basis, on July 4, 2017, China and Russia issued a joint statement, proposing a "road map" to solve the peninsula problem.

Both the DPRK and the United States should realize that a tough confrontation will only plunge the situation on the peninsula into a vicious circle, and the possible serious consequences will be unbearable for both sides, and will also cause incalculable damage to the stability of the whole Northeast Asia. Only by implementing the "road map" proposed by China and Russia can we truly resolve the crisis and safeguard regional peace and stability.

Suspense 5: Will US economic and financial policy risks spill over?

In 2017, the world economy performed the best in the past decade. The recovery momentum is expected to continue in 2018, but a major risk lies in the possible spillover effects of changes in US economic and financial policies.

At the monetary level, there is uncertainty about the strength and pace of the Fed’s interest rate hike and "table contraction". Once the inflationary pressure in the United States increases, the Federal Reserve may accelerate the tightening of monetary policy, which will have a significant impact on global cross-border capital flows, asset prices, exchange rate stability and so on.

On the financial level, the large-scale tax cuts introduced by the Trump administration may cause some funds to flow back to the United States, which will bring challenges to the capital flow and exchange rate stability of emerging economies.

On the trade level, under the background that the United States will usher in the mid-term congressional elections, the Trump administration may continue to play "trade cards" and "economic populist cards", which will lead to intensified international trade frictions.

Suspense 6: Who will win the first prize for "quantum hegemony"

At present, the passwords used in sensitive fields such as national defense and finance may take 100 years for classical computers to crack, while quantum computers may be broken in one second after they are really available. The industry believes that to achieve "quantum hegemony", that is, the computing power of quantum computers exceeds that of classical computers, it is necessary to be able to truly manipulate about 50 qubits. It is possible to make a major breakthrough in this regard in 2018.

On November 30, 2017, the British magazine Nature published two breakthroughs at the same time: researchers at Harvard University in the United States announced the realization of 51 qubits; Researchers at the University of Maryland announced the realization of 53 qubits.

All parties are chasing after each other in the number of qubits, but no one has claimed to have achieved "quantum hegemony". It turns out that "quantity" of light is not enough, but also "quality", that is, these qubits are interrelated through quantum entanglement and other means, so that they can be effectively used for quantum calculation.

In this regard, scientists in China have made some important achievements. In May, 2017, researchers from China University of Science and Technology announced the entanglement of 10 superconducting qubits, which made a breakthrough in the research of quantum computers based on superconducting systems.

In 2018, the competition for "quantum hegemony" who can win the top spot is not only eye-catching in the scientific and technological circles, but also a sign of the comprehensive strength competition of big countries. Enterprises pinch "big heads" and donate odd "charity" projects as tools to collect money.

Xinhua News Agency, Hangzhou, April 13th (Reporter Yu Song Huang Xiao) In the name of "public welfare", only 10% of the clothes donated through civil channels were recycled, while other recycled clothes donated to needy groups were resold by enterprises. The "charity" project of "Giant Panda" used clothes recycling, which has been operated in Hangzhou for two years, has become a tool for enterprises to collect money and is accused of fraud. Can the new charity law lay a strong arm for this kind of public welfare chaos?

Donation only accounts for 10% of recycling, and profits are made in the name of "public welfare"

In April 2014, Hangzhou launched the "Giant Panda" old clothes recycling project, and the publicity theme included many fields of public welfare and environmental protection. At present, there are nearly 2,000 "giant pandas" in Hangzhou, and the total amount of used clothes recycled every day is about three or four tons. In the eyes of many citizens, this is a charitable donation point promoted by the relevant units.

However, it is this kind of "love landmark" that has recently been exposed to profit in the name of public welfare. The old clothes donated by the citizens are not delivered to the needy groups as promised at the start of the project, but most of them flow to downstream enterprises and are resold at high prices.

Ms. Guo, a resident of Xixi Street in Hangzhou, said: "As donors, we have the right to informed consent and feel that our kindness has been used."

The reporter’s investigation found that chaos similar to the above-mentioned confusion between public welfare and profit behavior is not uncommon in some cities. In February this year, Shanghai’s "Giant Panda", "Green House" and other old clothes collection points were subletted into garbage collection points due to the company’s operational difficulties, and the old clothes were directly resold by vendors for profit. In March, there were 18 suspicious donation boxes in Huangyan, Zhejiang Province, which were originally recycled by enterprises for profit, but the words "public welfare and environmental protection used clothes drop box" and "clothes drop port" were impressively printed.

According to the data released to the media by the "Giant Panda" project implementation enterprise and Hangzhou Shenqi Waste Recycling Chain Co., Ltd., from 2015 to February 2016, clothing donated through civil affairs channels accounted for 5% to 10% of the total recycling. When asked whether the company borrowed the name of "public welfare" intentionally or unintentionally during its operation, the person in charge of the company admitted that "this is the problem".

Li Zhen, deputy general manager of the company, said: "It is a derivative of the company’s business to take out the newer clothes that can be donated for public welfare ‘ Accessories ’ 。”

Relevant responsible comrades of the civil affairs department said that recycling projects are recycling projects, and enterprises are willing to donate part of their proceeds to charities. Of course, we welcome them, but we should not mislead the masses under the banner of public welfare.

Gu Donghui, vice president of the China Social Work Society, secretary of the Party Committee of the School of Social Development and Public Policy of Fudan University, and professor of the Department of Social Work, said: "Recycling old clothes for free originally used social resources, but also ‘ Pinch the big head and donate small change ’ This runs counter to charity. "

Inter-departmental "shuffle" people’s kindness is hurt

Established in 2003, Hangzhou Shenqi Waste Recycling Chain Co., Ltd. is one of the largest enterprises in Hangzhou for recycling renewable resources. In April 2014, the company and Hangzhou Urban Management Committee, Hangzhou Municipal Commission of Commerce, Hangzhou Civil Affairs Bureau, and environmental protection social group "Green Zhejiang" jointly launched the "Giant Panda" old clothes recycling project, with publicity themes including public welfare and environmental protection.

In the early promotion of the "Giant Panda" recycling project, in order to guide the public to actively participate, there are indeed some behaviors that amplify the public welfare attribute in propaganda and make the public misunderstand. Li Zhen admits that enterprises also have irregularities in the process of clothing recycling, and public welfare behavior is not open and transparent enough.

Who should pay for such consequences? It is difficult for all the units involved in the project to give a clear answer.

Urban management — — Zheng Shengquan, deputy director of the Hangzhou Urban Management Committee, said that at the beginning of the project, the urban management department was mainly responsible for the coordination and promotion of various communities, and then coordinated and guided the collection and transportation of enterprises. However, after entering the recycling process, the urban management could not manage it.

Civil affairs — — Ye Yuanqing, director of the Disaster Relief Department of Hangzhou Civil Affairs Bureau, said that the civil affairs department is responsible for docking the needs of the people in the donation channel and communicating the information of the recipients. "We will register and record the old clothes from the company for donation, while the business operation part is not ours."

Commercial Committee — — The relevant person in charge of the Hangzhou Municipal Commission of Commerce said that the supervision content of his own department is whether the recycling of enterprises is standardized and whether the old clothes are sold to qualified enterprises. The Commercial Committee has certain responsibilities for the irregular operation of enterprises, but whether enterprises are involved in public welfare activities is not within the scope of the above responsibilities.

Public welfare organizations — — Green Zhejiang responded that it will supervise more than 100 "giant pandas" involved in public welfare recycling from both human and technical aspects. The recycling personnel of Shenqi Company and the members of non-profit organizations can unlock the clothes bucket at the same time. Every recycling must fill in a "triple sheet", including the total amount of clothes collected, the amount used for donation and the amount recycled.

"But it needs to be clear that Green Zhejiang, as an environmental protection public welfare organization, still does not have the main qualification for charitable fundraising." The relevant person in charge of the Civil Affairs Department of Zhejiang Province stressed that the enterprises and departments involved should clarify the relationship between charitable fundraising and recycling projects as soon as possible. If it is found that recycled clothes can be used for charitable donations, it should be docked with the rescue and assistance center of the civil affairs department for registration. Only charitable organizations are the main body of charitable donations, and other social organizations need to apply to the civil affairs department if they need to donate.

Can the introduction of charity law lay a strong shot for public welfare chaos?

It seems particularly thought-provoking to see the "giant panda" incident in the context of the charity law just coming out. In the past, there were loopholes in the practice of confusing enterprises, such as lack of laws to follow and poor supervision. Relevant people hope that the formal implementation of the charity law can help to reverse this passive situation.

Lv Xin, an associate professor at the Law School of Zhejiang University of Technology, said that Article 4 of the Charity Law clearly stipulates that charitable activities should follow the principle of non-profit, so operating enterprises should strictly distinguish between operating activities and public welfare activities.

"Enterprises deliberately blur the boundary between the two in propaganda, which is essentially directly or indirectly playing ‘ Public welfare ’ Or ‘ Charity ’ Banner, borrow ‘ Charity ’ Seek economic benefits. " Shao Peizhang, deputy dean and associate professor of the School of Law and Politics, Oriental College, Zhejiang University of Finance and Economics, said that this kind of behavior is suspected of violating both the anti-unfair competition law and the charity law.

Experts stressed that the above two laws can regulate the behavior of operating enterprises, and the regulatory and law enforcement organs, that is, the industrial and commercial administrative organs and civil affairs departments of the people’s governments at or above the county level, can enforce the law according to their statutory functions and powers.

In view of the possible cases of "competing for law enforcement" or "shirking law enforcement" among government departments in practice, experts believe that it is necessary to establish a joint law enforcement mechanism between industry and commerce and civil affairs, guide and urge enterprises to clarify the boundaries between business activities and public welfare activities, and let the public welfare activities of enterprises return to the original meaning of charity.

In addition, in addition to perfecting legislation and strengthening law enforcement, it is necessary to curb public welfare chaos relatively thoroughly, and it is also necessary to increase the cultivation and promotion of charity culture. Gu Donghui said: "China’s charity should be on the right track. From the root of social thoughts, we must be honest, utilitarian and rule by law."

City Hall and Place | Eight Houses, A Disappearing Village in the City

No one may remember the "Eight Families" in the future. But it was once the most backward, messy, congested and noisy village in Beijing. Six years ago, eight families were full of vitality, but now they have been demolished.

After graduating from college, I lived in this village in the city near my school for a year. At that time, my roommate still lived in this area. She said that there are fewer and fewer food markets here, and there is no place to buy cheap food.

This place that has disappeared now is memorable.

Where are Bajia?

Wudaokou is famous as the "center of the universe". From Wudaokou subway station, go north along Shuangqing Road, and you can reach Bajia in 10 minutes by bike. Bajia is about 3 kilometers away from Tsinghua University, and the land in the village was mainly expropriated by Tsinghua University, and university dormitories were built one after another.

After 2003, Beijing’s housing prices began to rise rapidly. As the land price became higher and higher, the relocation expenses of Bajia became higher and higher, and the speed of land expropriation slowed down, gradually forming a village in the city. In 2010, the village was gradually demolished. The author returned to Beijing in 2013, and the whole village in the city has completely disappeared.

Eight were once called the most backward, messy, congested and noisy villages in Beijing. In 2010, there were more than 2,400 villagers in eight households, mainly living by renting houses. Around 1992, eight flea markets were formed, and there were three large markets. Around 1995, there was a migrant population who collected junk. Later, some second-hand goods markets were shut down one after another, but the migrant population concentrated areas have been formed.

Urban villages facing extinction

Between the floating population and the development of modern cities, the village in the city has built a bridge and is a tolerant post. There are not only cheap houses here, but also cheap lifestyles. It is also a buffer zone to alleviate social contradictions and make the floating population better adapt to the life in big cities. However, with the expansion of the city, the original suburbs have become urban areas, and even become centers (such as Wudaokou, the center of the universe), and the surrounding land prices are getting higher and higher, and the villages in the city are about to become extinct.

As a cultural and political center, Beijing is different from Shenzhen, where many villages in the city have become artists’ settlements. Yuanmingyuan painter village, Shucun village and Beijing East Village are all not far from Bajia. However, Bajia Village is not contaminated with romantic artistic atmosphere, but it shows us another severe challenge: garbage.

A gathering place for garbage collection

Bajia village is famous for garbage recycling. The eight families are divided into the first eight villages and the last eight villages, one in the south and the other in the north. The scavengers in the first eight villages mainly collect domestic garbage, while the latter eight villages mainly engage in the recycling and dismantling of waste electronic products.

Bajia, near Zhongguancun, was known as "Beijing electronic waste transfer station", which was the largest gathering area of electronic waste in Beijing at that time. Someone said, "As many new computers as Zhongguancun can sell, we can collect as many old computers here."

These scavengers have made great contributions to garbage recycling. Six years ago, from the window of my room, I could see a big garbage dump surrounded by high-rise buildings in various residential areas. The people inside worked from morning till night every day, and built a series of "carton mountain", "plastic bottle mountain" and "wooden board mountain", which made it a surreal huge stage.

On weekdays, they rode tricycles to collect the recyclable resources abandoned by the imperial city. However, due to the lack of management, it also caused some environmental problems. The streets and yards of Bajia are full of garbage dumps. Some people think that this has affected the image of the city. It has also been suggested to "collect" scavengers and form urban garbage recycling cooperatives.

Evolution of streets

There are different types of streets in Bajia and its vicinity, from which we can see the evolution process:

Heqing Road leads to Wudaokou. Although there are lush plants and comfortable sidewalks on the roadside, vendors will never sell things here. Because there are few pedestrians and vehicles here, the bicycle lane becomes a parking lot, which is very deserted and unsafe to walk at night.

Because Linda North Road is close to Shuangqing Road, there are residential buildings on the roadside, and the sidewalks are occupied by vendors. They just shade under the street trees, but it is lively only in the afternoon.

Xueyuan Road is a typical road in Beijing, with bus lanes and bicycle lanes, bus stops on the roadside, overpasses when crossing the road, and pedestrians are in a hurry. There are occasional vendors at stations and road intersections, but be careful of sudden attacks by urban management.

Shuangqing Road is a special case. Shuangqing Road is the main road of Bajia, which is an old road and a very interesting road. Urban space is often a manifestation of social reality, and this road is a stage to show the vitality and changes of the city.

A road separating social classes.

Because IT is close to Tsinghua University and other universities, as well as Tsinghua Science Park, Zhongguancun and Wudaokou, there are also college students, professors, IT white-collar workers and migrant workers from all walks of life. In 2009, in a three-room house I rented at that time, there lived four newly graduated college students and a graduate student who just started working.

The difference in income has evolved into the difference in urban space in eight cities, and Shuangqing Road may be called a dividing line of social strata. It separates two kinds of people. One is "drifting to the north" who live in a residential area in the east. They have knowledge and technology, and they can get a job with considerable income and work hard to take root in this city.

The other is the migrant workers living in the bungalow area in the west, including most scavengers, and most of them are migrant farmers. They are engaged in manual work in this city, not only to support themselves, but also to send their savings back to their hometown. Although living in a big city, many migrant workers don’t have much chance to get to know the city. Some rented houses in Bajia don’t even need sunshine. Because of the life style of migrant workers, the architectural form has also changed, and sunshine has become a luxury unrelated to architecture.

A street that cars hate.

Shuangqing Road is the most dynamic street I have ever seen in Beijing. To the east of Shuangqing Road is a high-rise building that has been planned by the city, including a residential area, a hotel and a research unit, and to the west is a bungalow area. When the author first arrived at Bajia, the sidewalk of Shuangqing Road was full of all kinds of old furniture. This 100-meter-long sidewalk became a display window for vendors, and all kinds of old clothes, waste paper, plastic bottles and other recycled wastes were displayed on the street with surreal volume.

In the afternoon, the garbage collectors returned and the road became chaotic and dangerous. There are tricycles, bicycles, electric cars, carriages, trucks, cars, and pedestrians walking through the cracks. The southern end of Shuangqing Road is a train crossing, which is also the intersection of four intersections, so traffic jams often occur (anyone familiar with Wudaokou knows that this intersection is a nightmare for all vehicles). Ordinary taxi drivers are reluctant to come to eight.

A favorite market street for floating population

The small shops along Shuangqing Road create a vibrant social field. The narrow grocery store covers almost all the necessities of the floating population. Small restaurants with different regional tastes meet the tastes of different outsiders, as well as hair salons, car repair shops and hardware stores. When I lived here, almost all the daily necessities came from those grocery stores, because their prices were usually half or even less than those of supermarkets.

Most floating population do not live here for a long time, so there is no need to buy good quality products. This short-term consumption habit has promoted the prosperity of small shops.

The grocery store is usually the place where the owner works and lives. Outside is the store, and inside is the place where the stock is stored and the food is eaten and slept. In this way, you don’t have to rent another room, and you can stay open until late at night. This "compact urban space" has been mentioned by many urban researchers, and it is a mixed-function lifestyle with the characteristics of urban villages. But behind the prosperity, there is also fierce competition, and new shops can always be seen here. Moreover, with the demolition, the small restaurant that may have just eaten yesterday was demolished this morning.

A stage street full of vendors’ vitality

Every afternoon, vegetable and fruit stalls occupy half the road. Small vegetable sellers go home after selling vegetables. They usually use a three-wheeled flatbed car to transport goods, and a piece of cloth on the ground is the shop. Most of these vegetables are left over from other markets in Beijing, because vendors live here and dispose of the remaining vegetables in the afternoon, so the price is very cheap, often a pile of one yuan.

Fruit sellers usually drive trucks. Every afternoon, they use trucks to occupy a booth, which is a kind of fixed vendor. They will stay late into the night, because people who come back from work can’t take the bus to their door, and they have to walk through this street. When they see cheap and fresh fruits on the roadside, they will bring some home.

Because there is no street lamp, vendors set up a small street lamp to illuminate their fruits, and also illuminate the way forward for tricycles full of recycled garbage and passers-by looking forward to a warm dream. Walking on this street at night, you will see these neatly arranged trucks. Crossing the street is like crossing a fruit runway show.

Eight night markets are also famous. The night market is mainly at the intersection of Shuangqing Road and Linda North Road, which is the only way to enter Bajia. There is also a night market near Wudaokou Metro Station, which mainly sells clothes and small things. There are many vagrants and beggars, and most of them are fashionable young people and foreigners. It is a place for recreation and entertainment. The night markets of Bajia are mainly snacks such as food stalls, mala Tang, barbecues, etc. The residents of Bajia mainly go shopping. It seems that people here are more concerned about filling their stomachs.

Destroyed street

Jane Jacobs wrote in Death and Life of American Big Cities: "The deep roots of roads contain people’s public identity, a network of mutual respect and trust in public life, and resource support for the needs of individuals and neighbors." The streets of Bajia are chaotic, but unlike the neighboring streets, they become "ghost streets" at night, and the vitality here makes people feel safe. No matter how late you walk in the street, you can always see some tricycles pulling goods, some vendors, and pedestrians rushing home. They will all become the caregivers of this street.

Modern cities are slowly destroying the former streets with large-scale carriageways. When a street is transformed into a convenient motor vehicle traffic lane, people’s desire for this street is reduced, and the purpose of their behavior is clear. Hurry through these streets and reach another place. A street is just a path to a building, a path manipulated by traffic rules.

Once the street is regarded as a path, then whether the street is unobstructed and whether the people and traffic are dense becomes the main problem to be considered, that is, the main problem of traffic planning. Then, the streets will provide more space for cars, and people will have greater demand for cars, forming a vicious circle. Just like a straight river built for flood control, the river will slowly lose its water storage capacity and dry up, eventually becoming a drain.

Mathias Woo, a cultural critic in Hong Kong, once criticized the disappearance of streets and vendors in Hong Kong, leaving only air-conditioned shopping malls and residential quarters, and the diversified urban landscape and citizen life in Hong Kong disappeared.

Perhaps in the eyes of Jane Jacob and Mathias Woo, Shuangqing Road is a rare "street", but it is hard to escape the fate of being destroyed. Shuangqing Road is very narrow, and buses can only go one way. Vendors occupy about a quarter of the street. People who get off work push bicycles, their eyes are picking vegetables, fruits and various commodities on the stalls, and their ears are mixed with all kinds of hawking.

The street here is no longer a gateway to a building, but a vibrant market. Whether driving, riding a bicycle, pushing a tricycle or walking, all people are equal, and vendors will make you happy with their humor.

People like to buy things while walking, and buy cheap and fresh goods. Therefore, vendors are willing to stay here and come to grab a good position every day. Although they are mobile, they are fixed on this street. They will say to customers, don’t worry, I am here every day. Such a promise has built an invisible space and a unique shop for them.

What is transformation?

In 2010, I witnessed the foundation stone laying ceremony of eight relocated houses. Some villagers will move to the relocated houses in the north of Bajia Village, and some villagers will move back to further places.

When taking photos at a demolition site, I met an old couple who lived in the village. The old couple had a Labrador, saying that the dog suddenly came to the yard one day and lived with them ever since. They also have a roof garden, planted some vegetables and stood on the roof overlooking the whole village. Now, I don’t know which suburban resettlement community the old couple live in, and whether they will miss the eight families.

Jane Jacobs said that there is a magical order behind some seemingly chaotic places, which is maintaining the safety of streets and the freedom of cities. There is also something worse than public ugliness and chaos, that is, wearing a hypocritical mask and pretending to be orderly. Its essence is to turn a blind eye to and even suppress the real order that is struggling and demanding attention. It is precisely because of the lack of research on what is chaos and what is order that people often can only judge people by their appearances. Urban civilization is not tolerant enough to encourage the formation of all kinds of diversity, but is eager to dress up beautifully.

The eight families in memory disappeared. The eight families witnessed a special experience of a young man. Those eight houses are hiding all kinds of rubbish discarded by huge cities. The eight families that once existed witnessed the close relationship between the floating population and modern consumer cities and various vested interests. Here, I only miss eight families with this article.

Another suspense drama "Thirteen Years of Dust" was finished in Chongqing. This time, Chen Xiao Chen Jianbin co-starred in the criminal police mentoring.

Chen Jianbin, Chongqing’s son-in-law, is back, but this time it’s not as simple as going home with his wife Angel, but he has a new work. On October 24th, the upstream journalist learned from the producer that another criminal investigation mystery drama "Thirteen Years of Dust" filmed in Chongqing was announced. This time, Chen Jianbin, who is going home, and Chen Xiao will form a pair of INTERPOL mentors and apprentices, trying to catch the man behind a murder that lasted for 13 years.

"Thirteen Years of Dust" was officially released in Chongqing a few days ago.

"Master and apprentice" joined hands to pursue the murder for 13 years

Thirteen Years in Dust attracted a lot of attention when it was first turned on in January this year. In addition to the popularity of Chen Jianbin and Chen Xiao, directed by Liu Haibo, who won the Best Director Award of the Magnolia Award at the Shanghai TV Festival, the co-starring of Liu Mintao and Yu Entai once became a hot topic for fans and netizens.

Chen Jianbin plays a policeman. Perhaps the first thing that many viewers think of is the criminal investigation drama Trident, which was also directed by Liu Haibo two years ago. In contrast, thirteen years of dust has more youthful power brought by Chen Xiao. According to the outline of the plot that has been officially announced at present, the story of the whole drama is presented by the ingenious overlapping of two years, 1997 and 2010.

In 1997, there was a mystery in the south city of the play. Wei Zhengrong, a criminal police officer played by Chen Jianbin, was ordered to investigate but never found the real murderer, so he left the front line of criminal investigation. Thirteen years later, the murderer’s whereabouts reappeared, and new evidence and clues were discovered by the younger criminal policeman Lu Xingzhi (Chen Xiao), which had multiple coincidences with the evidence of that year’s case. Wei Zhengrong and Lu Xingzhi, who were originally apprentices, joined hands again, reeling from the cocoon and jointly chasing the murderer.

Interestingly, the change of time is not only the key to the evolution of the case story in the play, but more importantly, it has had an important impact on the personnel design of the two protagonists-thirteen years ago, Lu Xingzhi played by Chen Xiao was young and immature but the theory was supreme, and Wei Zhengrong (Chen Jianbin) was middle-aged but had off the charts skills; Thirteen years later, their personalities were reversed and they grew up separately. Interlocking clues, pressing killers, evidence reversal suspense, cleverly overlapping in parallel double time and space. In the end, the two men broke through the fog to make the truth emerge gradually, and all roads lead to the same goal to complete the inheritance of the police spirit between the two generations.

Double-line parallel shooting spans winter and summer.

"We focus on how to show the atmosphere of the times and great changes." There is no doubt that thirteen years of dust is a realistic style. In this regard, director Liu Haibo said that his creative philosophy is to let the audience "live in it at a glance and feel more empathy for the story."

Of course, in striving to restore the fireworks atmosphere in the market, the main creative team naturally made considerable efforts. The old sewing machine in the 1980s, the police station with white and green walls, and the quick-talking neighbor’s aunt all truly reproduce the social conditions seen by the police in the process of handling cases. Yin Xiaoye, the chief producer, hopes that Thirteen Years of Dust Collection can simultaneously show the unchanging police spirit inheritance under the great changes of the times, as well as the value background of humanistic care and punishing evil and promoting good.

It is worth noting that, in order to restore the double time-space setting in which the cases in 1997 and 2010 overlap and interweave, and fit the real situation, the crew specially chose to shoot the scenes in 1997 and 2010 in winter and summer respectively, and the shooting cycle span was extended to 9 months.

A group photo of the co-author of "thirteen years of dust"

There are small tricks on the scene in Chen Jianbin, Chen Xiao

In an interview with reporters, Chen Xiao, one of the leading actors, used three words to evaluate the crew: Excellence, efficiency and professionalism. For example, in the aspect of Excellence, in order to highlight the sense of hierarchy spanning 13 years, Chen Xiao took the initiative to remove the hairline and sideburns to increase the sense of vicissitudes, and the old actor Niu Piao lost 20 Jin in a few months to show the role difference.

At the same time, the styling director also went deep into the streets of Chongqing to observe the image of the local ordinary people, and designed a makeup style for each actor that is both mountain city temperament and character characteristics. Like Liu Mintao in the play, it was a small scroll in 1997, which highlighted the pungent character and sense of the times; Thirteen years later, her hairstyle softened, showing the character characteristics of gradual gentleness and generosity.

In addition, Chen Jianbin also showed many unique expression skills when shooting. For example, in order to arouse the anger of the opponent’s performance, he suddenly slammed into the door when the other party was unprepared, and let the actor instantly transform the interrupted anger into the role, and the emotions in the play became very real.

Chen Xiao also has great changes in the play. When he played the 1997 play, he always held a notebook in his hand and his eyes were clear, which vividly portrayed the fledgling student spirit; When he played the scene in 2010, he has faded away, his eyes are more firm and resolute, and the righteous temperament and resolute style of senior criminal police are ready to come.

Chen Jianbin and Chen Xiao will play a pair of police mentors this time.

According to reports, at present, the filming of "Thirteen Years of Dust" has all ended and officially entered the production period. It is expected to land on the iQiyi platform in 2023.

Comprehensive group of epidemic prevention and control mechanism
December 13th, 2022

(Information disclosure form: voluntary disclosure)

The second dose of Covid-19 vaccine was used to boost immunization.Inoculation implementation plan

In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, further improve the response to the COVID-19 epidemic, and ensure people’s life safety and health, through research, we now put forward the implementation plan of the second dose of Covid-19 vaccine to strengthen immunization.

First, the target population

At this stage, on the basis of the first dose of booster immunization, the second dose of booster immunization can be carried out among people with high risk of infection, people over 60 years old, people with serious basic diseases and people with low immunity.

Second, vaccine selection and time interval

(1) vaccine selection.According to the progress of vaccine research and development, all vaccines approved for conditional marketing or emergency use can be used for the second dose of booster immunization. Priority is given to sequential booster immunization, or the second dose of booster immunization with vaccines containing Omicron strain or with good cross-immunity to Omicron strain. The relevant combinations are as follows:

3 doses of inactivated vaccine +1 dose of Kangxinuo intramuscular recombinant Covid-19 vaccine (adenovirus type 5 vector);

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 vaccine (CHO cells) of Chifeilongkema;

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 vaccine (adenovirus type 5 vector) for Kangxinuo inhalation;

3 doses of inactivated vaccine +1 dose of Zhuhai Livzon recombinant Covid-19 fusion protein (CHO cell) vaccine;

2 doses of Kangxinuo intramuscular adenovirus vector vaccine +1 dose of Kangxinuo inhalation recombinant Covid-19 vaccine (adenovirus vector type 5);

3 doses of inactivated vaccine +1 dose of Chengdu WEEK recombinant Covid-19 vaccine (sf9 cells);

3 doses of inactivated vaccine +1 dose of Beijing Wan Tai nasal spray influenza virus carrier Covid-19 vaccine;

3 doses of inactivated vaccine +1 dose of Zhejiang clover recombinant Covid-19 protein subunit vaccine (CHO cells);

3 doses of inactivated vaccine +1 dose of recombinant Covid-19 bivalent S trimer protein vaccine from Shenzhou cells.

(2) Time interval.According to the real world research and clinical trial data at home and abroad, combined with the actual vaccination in China, the time interval between the second dose of booster immunization and the first dose of booster immunization is more than 6 months.

Third, ensure vaccination safety

All localities should continue to give priority to vaccination safety, and organize vaccination implementation in strict accordance with the requirements of the Code for Vaccination Work. Local health departments should implement the "four haves" requirement that vaccination units should have emergency personnel stationed in general hospitals at or above the second level, emergency equipment and medicines, 120 ambulances on duty, and green channels for treatment in general hospitals at or above the second level to ensure vaccination safety. Inoculation units should do a good job in strengthening the vaccination information registration and vaccine flow management, and update the vaccination records in the immunization planning information system and vaccination vouchers in a timely and accurate manner.

Fourth, strengthen organization and implementation

(1) Strengthening the responsibility of territorial subjects. All localities should implement the responsibility of territorial management, attach great importance to and co-ordinate the vaccination work in Covid-19. It is necessary to strengthen the guidance of vaccination work within the jurisdiction and fully grasp the progress of the work. Relevant local departments should strengthen docking and do a good job of coordination.

(two) the implementation of departmental industry management responsibilities. The competent departments of relevant industries should guide the units where the personnel in this industry work to actively cooperate with local unified arrangements and jointly do a good job in organizing and mobilizing.

(3) Strengthen supervision and guidance. It is necessary to closely track and monitor the progress of the second dose of enhanced immunization in various places, and find and study and solve related problems in time. Improve the traceability system of vaccine flow, improve the safety supervision mechanism of vaccine whole chain, and continuously strengthen the whole process management and safety prevention.

(4) Do a good job in publicity and guidance. All localities and relevant departments should, according to the needs of the work, formulate targeted publicity measures to strengthen the immunization work in the second dose, focus on the purpose and significance of strengthening immunization, actively guide the target population to take the initiative to vaccinate, and especially guide and improve the vaccination rate of the elderly population.
