Enterprises pinch "big heads" and donate odd "charity" projects as tools to collect money.

Xinhua News Agency, Hangzhou, April 13th (Reporter Yu Song Huang Xiao) In the name of "public welfare", only 10% of the clothes donated through civil channels were recycled, while other recycled clothes donated to needy groups were resold by enterprises. The "charity" project of "Giant Panda" used clothes recycling, which has been operated in Hangzhou for two years, has become a tool for enterprises to collect money and is accused of fraud. Can the new charity law lay a strong arm for this kind of public welfare chaos?

Donation only accounts for 10% of recycling, and profits are made in the name of "public welfare"

In April 2014, Hangzhou launched the "Giant Panda" old clothes recycling project, and the publicity theme included many fields of public welfare and environmental protection. At present, there are nearly 2,000 "giant pandas" in Hangzhou, and the total amount of used clothes recycled every day is about three or four tons. In the eyes of many citizens, this is a charitable donation point promoted by the relevant units.

However, it is this kind of "love landmark" that has recently been exposed to profit in the name of public welfare. The old clothes donated by the citizens are not delivered to the needy groups as promised at the start of the project, but most of them flow to downstream enterprises and are resold at high prices.

Ms. Guo, a resident of Xixi Street in Hangzhou, said: "As donors, we have the right to informed consent and feel that our kindness has been used."

The reporter’s investigation found that chaos similar to the above-mentioned confusion between public welfare and profit behavior is not uncommon in some cities. In February this year, Shanghai’s "Giant Panda", "Green House" and other old clothes collection points were subletted into garbage collection points due to the company’s operational difficulties, and the old clothes were directly resold by vendors for profit. In March, there were 18 suspicious donation boxes in Huangyan, Zhejiang Province, which were originally recycled by enterprises for profit, but the words "public welfare and environmental protection used clothes drop box" and "clothes drop port" were impressively printed.

According to the data released to the media by the "Giant Panda" project implementation enterprise and Hangzhou Shenqi Waste Recycling Chain Co., Ltd., from 2015 to February 2016, clothing donated through civil affairs channels accounted for 5% to 10% of the total recycling. When asked whether the company borrowed the name of "public welfare" intentionally or unintentionally during its operation, the person in charge of the company admitted that "this is the problem".

Li Zhen, deputy general manager of the company, said: "It is a derivative of the company’s business to take out the newer clothes that can be donated for public welfare ‘ Accessories ’ 。”

Relevant responsible comrades of the civil affairs department said that recycling projects are recycling projects, and enterprises are willing to donate part of their proceeds to charities. Of course, we welcome them, but we should not mislead the masses under the banner of public welfare.

Gu Donghui, vice president of the China Social Work Society, secretary of the Party Committee of the School of Social Development and Public Policy of Fudan University, and professor of the Department of Social Work, said: "Recycling old clothes for free originally used social resources, but also ‘ Pinch the big head and donate small change ’ This runs counter to charity. "

Inter-departmental "shuffle" people’s kindness is hurt

Established in 2003, Hangzhou Shenqi Waste Recycling Chain Co., Ltd. is one of the largest enterprises in Hangzhou for recycling renewable resources. In April 2014, the company and Hangzhou Urban Management Committee, Hangzhou Municipal Commission of Commerce, Hangzhou Civil Affairs Bureau, and environmental protection social group "Green Zhejiang" jointly launched the "Giant Panda" old clothes recycling project, with publicity themes including public welfare and environmental protection.

In the early promotion of the "Giant Panda" recycling project, in order to guide the public to actively participate, there are indeed some behaviors that amplify the public welfare attribute in propaganda and make the public misunderstand. Li Zhen admits that enterprises also have irregularities in the process of clothing recycling, and public welfare behavior is not open and transparent enough.

Who should pay for such consequences? It is difficult for all the units involved in the project to give a clear answer.

Urban management — — Zheng Shengquan, deputy director of the Hangzhou Urban Management Committee, said that at the beginning of the project, the urban management department was mainly responsible for the coordination and promotion of various communities, and then coordinated and guided the collection and transportation of enterprises. However, after entering the recycling process, the urban management could not manage it.

Civil affairs — — Ye Yuanqing, director of the Disaster Relief Department of Hangzhou Civil Affairs Bureau, said that the civil affairs department is responsible for docking the needs of the people in the donation channel and communicating the information of the recipients. "We will register and record the old clothes from the company for donation, while the business operation part is not ours."

Commercial Committee — — The relevant person in charge of the Hangzhou Municipal Commission of Commerce said that the supervision content of his own department is whether the recycling of enterprises is standardized and whether the old clothes are sold to qualified enterprises. The Commercial Committee has certain responsibilities for the irregular operation of enterprises, but whether enterprises are involved in public welfare activities is not within the scope of the above responsibilities.

Public welfare organizations — — Green Zhejiang responded that it will supervise more than 100 "giant pandas" involved in public welfare recycling from both human and technical aspects. The recycling personnel of Shenqi Company and the members of non-profit organizations can unlock the clothes bucket at the same time. Every recycling must fill in a "triple sheet", including the total amount of clothes collected, the amount used for donation and the amount recycled.

"But it needs to be clear that Green Zhejiang, as an environmental protection public welfare organization, still does not have the main qualification for charitable fundraising." The relevant person in charge of the Civil Affairs Department of Zhejiang Province stressed that the enterprises and departments involved should clarify the relationship between charitable fundraising and recycling projects as soon as possible. If it is found that recycled clothes can be used for charitable donations, it should be docked with the rescue and assistance center of the civil affairs department for registration. Only charitable organizations are the main body of charitable donations, and other social organizations need to apply to the civil affairs department if they need to donate.

Can the introduction of charity law lay a strong shot for public welfare chaos?

It seems particularly thought-provoking to see the "giant panda" incident in the context of the charity law just coming out. In the past, there were loopholes in the practice of confusing enterprises, such as lack of laws to follow and poor supervision. Relevant people hope that the formal implementation of the charity law can help to reverse this passive situation.

Lv Xin, an associate professor at the Law School of Zhejiang University of Technology, said that Article 4 of the Charity Law clearly stipulates that charitable activities should follow the principle of non-profit, so operating enterprises should strictly distinguish between operating activities and public welfare activities.

"Enterprises deliberately blur the boundary between the two in propaganda, which is essentially directly or indirectly playing ‘ Public welfare ’ Or ‘ Charity ’ Banner, borrow ‘ Charity ’ Seek economic benefits. " Shao Peizhang, deputy dean and associate professor of the School of Law and Politics, Oriental College, Zhejiang University of Finance and Economics, said that this kind of behavior is suspected of violating both the anti-unfair competition law and the charity law.

Experts stressed that the above two laws can regulate the behavior of operating enterprises, and the regulatory and law enforcement organs, that is, the industrial and commercial administrative organs and civil affairs departments of the people’s governments at or above the county level, can enforce the law according to their statutory functions and powers.

In view of the possible cases of "competing for law enforcement" or "shirking law enforcement" among government departments in practice, experts believe that it is necessary to establish a joint law enforcement mechanism between industry and commerce and civil affairs, guide and urge enterprises to clarify the boundaries between business activities and public welfare activities, and let the public welfare activities of enterprises return to the original meaning of charity.

In addition, in addition to perfecting legislation and strengthening law enforcement, it is necessary to curb public welfare chaos relatively thoroughly, and it is also necessary to increase the cultivation and promotion of charity culture. Gu Donghui said: "China’s charity should be on the right track. From the root of social thoughts, we must be honest, utilitarian and rule by law."

City Hall and Place | Eight Houses, A Disappearing Village in the City

No one may remember the "Eight Families" in the future. But it was once the most backward, messy, congested and noisy village in Beijing. Six years ago, eight families were full of vitality, but now they have been demolished.

After graduating from college, I lived in this village in the city near my school for a year. At that time, my roommate still lived in this area. She said that there are fewer and fewer food markets here, and there is no place to buy cheap food.

This place that has disappeared now is memorable.

Where are Bajia?

Wudaokou is famous as the "center of the universe". From Wudaokou subway station, go north along Shuangqing Road, and you can reach Bajia in 10 minutes by bike. Bajia is about 3 kilometers away from Tsinghua University, and the land in the village was mainly expropriated by Tsinghua University, and university dormitories were built one after another.

After 2003, Beijing’s housing prices began to rise rapidly. As the land price became higher and higher, the relocation expenses of Bajia became higher and higher, and the speed of land expropriation slowed down, gradually forming a village in the city. In 2010, the village was gradually demolished. The author returned to Beijing in 2013, and the whole village in the city has completely disappeared.

Eight were once called the most backward, messy, congested and noisy villages in Beijing. In 2010, there were more than 2,400 villagers in eight households, mainly living by renting houses. Around 1992, eight flea markets were formed, and there were three large markets. Around 1995, there was a migrant population who collected junk. Later, some second-hand goods markets were shut down one after another, but the migrant population concentrated areas have been formed.

Urban villages facing extinction

Between the floating population and the development of modern cities, the village in the city has built a bridge and is a tolerant post. There are not only cheap houses here, but also cheap lifestyles. It is also a buffer zone to alleviate social contradictions and make the floating population better adapt to the life in big cities. However, with the expansion of the city, the original suburbs have become urban areas, and even become centers (such as Wudaokou, the center of the universe), and the surrounding land prices are getting higher and higher, and the villages in the city are about to become extinct.

As a cultural and political center, Beijing is different from Shenzhen, where many villages in the city have become artists’ settlements. Yuanmingyuan painter village, Shucun village and Beijing East Village are all not far from Bajia. However, Bajia Village is not contaminated with romantic artistic atmosphere, but it shows us another severe challenge: garbage.

A gathering place for garbage collection

Bajia village is famous for garbage recycling. The eight families are divided into the first eight villages and the last eight villages, one in the south and the other in the north. The scavengers in the first eight villages mainly collect domestic garbage, while the latter eight villages mainly engage in the recycling and dismantling of waste electronic products.

Bajia, near Zhongguancun, was known as "Beijing electronic waste transfer station", which was the largest gathering area of electronic waste in Beijing at that time. Someone said, "As many new computers as Zhongguancun can sell, we can collect as many old computers here."

These scavengers have made great contributions to garbage recycling. Six years ago, from the window of my room, I could see a big garbage dump surrounded by high-rise buildings in various residential areas. The people inside worked from morning till night every day, and built a series of "carton mountain", "plastic bottle mountain" and "wooden board mountain", which made it a surreal huge stage.

On weekdays, they rode tricycles to collect the recyclable resources abandoned by the imperial city. However, due to the lack of management, it also caused some environmental problems. The streets and yards of Bajia are full of garbage dumps. Some people think that this has affected the image of the city. It has also been suggested to "collect" scavengers and form urban garbage recycling cooperatives.

Evolution of streets

There are different types of streets in Bajia and its vicinity, from which we can see the evolution process:

Heqing Road leads to Wudaokou. Although there are lush plants and comfortable sidewalks on the roadside, vendors will never sell things here. Because there are few pedestrians and vehicles here, the bicycle lane becomes a parking lot, which is very deserted and unsafe to walk at night.

Because Linda North Road is close to Shuangqing Road, there are residential buildings on the roadside, and the sidewalks are occupied by vendors. They just shade under the street trees, but it is lively only in the afternoon.

Xueyuan Road is a typical road in Beijing, with bus lanes and bicycle lanes, bus stops on the roadside, overpasses when crossing the road, and pedestrians are in a hurry. There are occasional vendors at stations and road intersections, but be careful of sudden attacks by urban management.

Shuangqing Road is a special case. Shuangqing Road is the main road of Bajia, which is an old road and a very interesting road. Urban space is often a manifestation of social reality, and this road is a stage to show the vitality and changes of the city.

A road separating social classes.

Because IT is close to Tsinghua University and other universities, as well as Tsinghua Science Park, Zhongguancun and Wudaokou, there are also college students, professors, IT white-collar workers and migrant workers from all walks of life. In 2009, in a three-room house I rented at that time, there lived four newly graduated college students and a graduate student who just started working.

The difference in income has evolved into the difference in urban space in eight cities, and Shuangqing Road may be called a dividing line of social strata. It separates two kinds of people. One is "drifting to the north" who live in a residential area in the east. They have knowledge and technology, and they can get a job with considerable income and work hard to take root in this city.

The other is the migrant workers living in the bungalow area in the west, including most scavengers, and most of them are migrant farmers. They are engaged in manual work in this city, not only to support themselves, but also to send their savings back to their hometown. Although living in a big city, many migrant workers don’t have much chance to get to know the city. Some rented houses in Bajia don’t even need sunshine. Because of the life style of migrant workers, the architectural form has also changed, and sunshine has become a luxury unrelated to architecture.

A street that cars hate.

Shuangqing Road is the most dynamic street I have ever seen in Beijing. To the east of Shuangqing Road is a high-rise building that has been planned by the city, including a residential area, a hotel and a research unit, and to the west is a bungalow area. When the author first arrived at Bajia, the sidewalk of Shuangqing Road was full of all kinds of old furniture. This 100-meter-long sidewalk became a display window for vendors, and all kinds of old clothes, waste paper, plastic bottles and other recycled wastes were displayed on the street with surreal volume.

In the afternoon, the garbage collectors returned and the road became chaotic and dangerous. There are tricycles, bicycles, electric cars, carriages, trucks, cars, and pedestrians walking through the cracks. The southern end of Shuangqing Road is a train crossing, which is also the intersection of four intersections, so traffic jams often occur (anyone familiar with Wudaokou knows that this intersection is a nightmare for all vehicles). Ordinary taxi drivers are reluctant to come to eight.

A favorite market street for floating population

The small shops along Shuangqing Road create a vibrant social field. The narrow grocery store covers almost all the necessities of the floating population. Small restaurants with different regional tastes meet the tastes of different outsiders, as well as hair salons, car repair shops and hardware stores. When I lived here, almost all the daily necessities came from those grocery stores, because their prices were usually half or even less than those of supermarkets.

Most floating population do not live here for a long time, so there is no need to buy good quality products. This short-term consumption habit has promoted the prosperity of small shops.

The grocery store is usually the place where the owner works and lives. Outside is the store, and inside is the place where the stock is stored and the food is eaten and slept. In this way, you don’t have to rent another room, and you can stay open until late at night. This "compact urban space" has been mentioned by many urban researchers, and it is a mixed-function lifestyle with the characteristics of urban villages. But behind the prosperity, there is also fierce competition, and new shops can always be seen here. Moreover, with the demolition, the small restaurant that may have just eaten yesterday was demolished this morning.

A stage street full of vendors’ vitality

Every afternoon, vegetable and fruit stalls occupy half the road. Small vegetable sellers go home after selling vegetables. They usually use a three-wheeled flatbed car to transport goods, and a piece of cloth on the ground is the shop. Most of these vegetables are left over from other markets in Beijing, because vendors live here and dispose of the remaining vegetables in the afternoon, so the price is very cheap, often a pile of one yuan.

Fruit sellers usually drive trucks. Every afternoon, they use trucks to occupy a booth, which is a kind of fixed vendor. They will stay late into the night, because people who come back from work can’t take the bus to their door, and they have to walk through this street. When they see cheap and fresh fruits on the roadside, they will bring some home.

Because there is no street lamp, vendors set up a small street lamp to illuminate their fruits, and also illuminate the way forward for tricycles full of recycled garbage and passers-by looking forward to a warm dream. Walking on this street at night, you will see these neatly arranged trucks. Crossing the street is like crossing a fruit runway show.

Eight night markets are also famous. The night market is mainly at the intersection of Shuangqing Road and Linda North Road, which is the only way to enter Bajia. There is also a night market near Wudaokou Metro Station, which mainly sells clothes and small things. There are many vagrants and beggars, and most of them are fashionable young people and foreigners. It is a place for recreation and entertainment. The night markets of Bajia are mainly snacks such as food stalls, mala Tang, barbecues, etc. The residents of Bajia mainly go shopping. It seems that people here are more concerned about filling their stomachs.

Destroyed street

Jane Jacobs wrote in Death and Life of American Big Cities: "The deep roots of roads contain people’s public identity, a network of mutual respect and trust in public life, and resource support for the needs of individuals and neighbors." The streets of Bajia are chaotic, but unlike the neighboring streets, they become "ghost streets" at night, and the vitality here makes people feel safe. No matter how late you walk in the street, you can always see some tricycles pulling goods, some vendors, and pedestrians rushing home. They will all become the caregivers of this street.

Modern cities are slowly destroying the former streets with large-scale carriageways. When a street is transformed into a convenient motor vehicle traffic lane, people’s desire for this street is reduced, and the purpose of their behavior is clear. Hurry through these streets and reach another place. A street is just a path to a building, a path manipulated by traffic rules.

Once the street is regarded as a path, then whether the street is unobstructed and whether the people and traffic are dense becomes the main problem to be considered, that is, the main problem of traffic planning. Then, the streets will provide more space for cars, and people will have greater demand for cars, forming a vicious circle. Just like a straight river built for flood control, the river will slowly lose its water storage capacity and dry up, eventually becoming a drain.

Mathias Woo, a cultural critic in Hong Kong, once criticized the disappearance of streets and vendors in Hong Kong, leaving only air-conditioned shopping malls and residential quarters, and the diversified urban landscape and citizen life in Hong Kong disappeared.

Perhaps in the eyes of Jane Jacob and Mathias Woo, Shuangqing Road is a rare "street", but it is hard to escape the fate of being destroyed. Shuangqing Road is very narrow, and buses can only go one way. Vendors occupy about a quarter of the street. People who get off work push bicycles, their eyes are picking vegetables, fruits and various commodities on the stalls, and their ears are mixed with all kinds of hawking.

The street here is no longer a gateway to a building, but a vibrant market. Whether driving, riding a bicycle, pushing a tricycle or walking, all people are equal, and vendors will make you happy with their humor.

People like to buy things while walking, and buy cheap and fresh goods. Therefore, vendors are willing to stay here and come to grab a good position every day. Although they are mobile, they are fixed on this street. They will say to customers, don’t worry, I am here every day. Such a promise has built an invisible space and a unique shop for them.

What is transformation?

In 2010, I witnessed the foundation stone laying ceremony of eight relocated houses. Some villagers will move to the relocated houses in the north of Bajia Village, and some villagers will move back to further places.

When taking photos at a demolition site, I met an old couple who lived in the village. The old couple had a Labrador, saying that the dog suddenly came to the yard one day and lived with them ever since. They also have a roof garden, planted some vegetables and stood on the roof overlooking the whole village. Now, I don’t know which suburban resettlement community the old couple live in, and whether they will miss the eight families.

Jane Jacobs said that there is a magical order behind some seemingly chaotic places, which is maintaining the safety of streets and the freedom of cities. There is also something worse than public ugliness and chaos, that is, wearing a hypocritical mask and pretending to be orderly. Its essence is to turn a blind eye to and even suppress the real order that is struggling and demanding attention. It is precisely because of the lack of research on what is chaos and what is order that people often can only judge people by their appearances. Urban civilization is not tolerant enough to encourage the formation of all kinds of diversity, but is eager to dress up beautifully.

The eight families in memory disappeared. The eight families witnessed a special experience of a young man. Those eight houses are hiding all kinds of rubbish discarded by huge cities. The eight families that once existed witnessed the close relationship between the floating population and modern consumer cities and various vested interests. Here, I only miss eight families with this article.

Take anti-inflammatory drug infusion as soon as you have a cold and fever? Bacterial drug resistance is more harmful

In daily life, many people ask doctors for anti-inflammatory drugs and infusion when they have a cold and fever, thinking that this is "getting better quickly". As everyone knows, this is a typical abuse of antibiotics, and its biggest harm is to cause bacterial resistance. Zhong Nanshan, a famous respiratory expert and academician of China Academy of Engineering, said recently that there are various causes of inflammation. Antibiotics are aimed at infections caused by bacteria or fungi, and should not be used at will. In particular, the use of high-level antibiotics should be strictly controlled to curb bacterial drug resistance.

Antibiotic abuse is a public health problem facing the whole world.

Antibiotics are the most powerful weapon in the long and arduous struggle between human beings and bacteria, but the abuse of antibiotics has always been a public health problem facing the whole world. Zhong Nanshan said that the most serious harm caused by the abuse of antibiotics is that bacteria develop drug resistance. If some bacteria producing drug-resistant genes are not killed by antibiotics, they will continue to spread drug-resistant genes. Over time, more and more bacteria will carry drug-resistant genes, resulting in the failure of antibiotics, which brings great difficulties to treatment and increases the cost of treatment.

It is understood that the abuse of antibiotics includes improper use, inaccurate dosage, improper frequency of use and course of treatment, all of which will lead to bacterial resistance, and eventually lead to "no medicine available". The emergence of "super bacteria" is the serious consequence of bacterial resistance.

Zhong Nanshan, for example, said that fluoroquinolones are widely used in China, and the resistance to these antibiotics has reached 60%, which is rare in the world. In the past, penicillin was very effective for skin infection and visceral infection caused by Staphylococcus aureus, but MRSA appeared later, which has become one of the important pathogens of nosocomial infection. After carbapenem was introduced into China, it gradually became one of the main antibacterial drugs for treating serious bacterial infections.

According to a survey data, in some places, the proportion of antibiotics used for colds has reached 60%— 70%, and viral colds don’t need antibiotics at all. "Antibiotics are not equal to anti-inflammatory drugs." Zhong Nanshan has repeatedly stressed.

In the past, people solved the problem of bacterial resistance by developing new antibiotics and constantly introduced advanced antibiotics, but the speed of developing new antibiotics was far behind the pace of bacterial resistance. Therefore, strengthening antibiotic management, strictly controlling abuse and rational use are the key and effective means.

In addition, the problem of antibiotic abuse not only occurs in medical treatment, but also in animal husbandry and aquaculture, which requires the efforts of all sectors of society to jointly curb the problem of antibiotic abuse.

Find out the difference between antibiotics and anti-inflammatory drugs

Many people think that antibiotics are anti-inflammatory drugs, but strictly speaking, antibiotics are not anti-inflammatory drugs, they are two different concepts. Wei Bi, School of Pharmacy, Shandong University, said that "inflammation" is the body’s defensive response to external stimuli. Viruses, fungi, bacteria, dust from the air, burns, etc. may all cause inflammation, and its clinical manifestations are redness, fever and pain at the infected site.

Anti-inflammatory drugs are drugs that can eliminate inflammation. They are divided into two categories, one is non-steroidal anti-inflammatory drugs, and the other is glucocorticoid. Antibiotics are drugs that kill microorganisms and belong to "bactericidal drugs". Inflammation caused by bacterial infection can be treated with antibiotics; Not inflammation caused by bacterial infection, antibiotics can’t play any role.

At present, antibiotics are often used by people, but if they are used in large quantities or abused, people will develop drug resistance, resulting in many diseases that are difficult to treat. Therefore, under normal circumstances, antibiotics should be used under the guidance of a doctor. Don’t blindly choose by yourself. At the same time, pay attention to its dosage and frequency of use, and don’t stop taking drugs without authorization. The best way to treat inflammation is to choose appropriate drugs, find the cause and prescribe the right medicine, and follow the doctor’s advice.

People often use antibiotics and anti-inflammatory drugs to treat various inflammations. In real life, there are many inflammations with the word "inflammation", but can these diseases with the word "inflammation" really be treated with antibiotics and anti-inflammatory drugs? That was not the case. Such as "osteoarthritis". Many people think that its symptoms are joint inflammation and need to be treated with antibiotics or anti-inflammatory drugs. However, osteoarthritis is a chronic bone and joint disease that leads to joint degeneration or bone hyperplasia due to articular cartilage degeneration and damage. Its pathogenesis is not caused by viruses, fungi and bacteria, but by obesity, old age, heredity and other factors. Generally, physical methods are needed to improve the treatment.

Therefore, if there are some symptoms that you can’t judge yourself, don’t rush to treat with antibiotics or anti-inflammatory drugs. You should seek medical advice in time to find out whether it is caused by bacterial, fungal or viral infection, and then do the treatment. You should start from the pathogen and prescribe the right medicine.

Rational use is the key to the management of antibiotics.

The report issued by the World Health Organization pointed out that the drug resistance of antibacterial drugs has posed a serious threat to human health. At present, it is necessary to prevent the abuse of antibacterial drugs, reduce the occurrence of bacterial resistance and help the public to establish the concept of scientific and rational drug use. At the G20 Summit held in Hangzhou in 2016, the issue of dealing with antibiotic resistance was written into the summit communiqué and became a strategic issue at the national level. Zhong Nanshan said that in China, the problem of antibiotic abuse and bacterial resistance is prominent. National Health Commission has successively issued a series of related policies to define and regulate the diseases and high-level antibiotics that should not be used. For example, advanced antibiotics can only be used with the consent of high-level doctors; Consciously control the rate of using antibiotics in outpatient and ward.

In recent years, the intensity and level of antibiotic management in China have been continuously strengthened. In 2016, National Health Commission and 14 ministries and commissions jointly issued the National Action Plan to Contain Bacterial Resistance (2016-2020). In 2017, the former National Health and Family Planning Commission set up an expert committee on the clinical application of antibacterial drugs and the evaluation of bacterial resistance at the national level, with Zhong Nanshan, an academician of China Academy of Engineering, and Zhao Yupei, an academician of China Academy of Sciences as the chairmen, and organized experts from all over the country to provide technical guidance on the rational use of antibiotics and bacterial resistance. First of all, the Committee has promoted a series of educational activities, such as how to correctly treat the drug resistance of carbapenem; Secondly, the relevant technical provisions were formulated, and based on the research on the clinical application of antibacterial drugs, the situation of bacterial resistance, the spectrum of infectious diseases and the economic burden of bacterial resistance in China, specific technical specifications and technical evaluation were provided.

Experts believe that in the long run, it is necessary to promote the rational use of antibiotics through professional behavior, including improving the ability of doctors to use antibiotics rationally, making people understand the dangers of using antibiotics at will, and at the same time preventing bacterial infections and controlling nosocomial infections. Only when these aspects are improved, it is possible to use antibiotics rationally and curb bacterial resistance.

"In the previous stage, the management of antibiotics in China was mainly based on administrative means, which controlled the overuse of antibiotics and gradually moved closer to professional management in the future. The combination of administrative management and professional management can make the rational use of antibiotics go faster. " Zhong Nanshan said. He stressed that the key to the management of antibiotics lies in rational use, rather than simply reducing the dosage. If an antibiotic is not used in time, it will also delay treatment.

How to distinguish antibiotics from anti-inflammatory drugs?

The best way is to read the instructions. If you don’t understand them, there is a simpler way: most of the drugs that contain the words "mycin", "bacteriocin" and "ofloxacin" in their names are antibiotics (a few are chemotherapy drugs), such as amoxicillin, ampicillin, benzylpenicillin, carbenicillin, etc., which belong to the classic "penicillin" antibiotics.

There are generally two types of anti-inflammatory drugs: one is often said to have "loose" hormones, such as cortisone, hydrocortisone, dexamethasone and so on; The other is anti-inflammatory painkillers, such as ibuprofen and aspirin.

Experts remind that what medicine is used for bacterial infection is not expensive, new or imported, and patients must strictly follow the doctor’s advice.

On the eve of the auction, why was this very popular property in Chengdu urgently withdrawn?

Every reporter | Cai Yayun every editor | Lin Jingjing

Unlimited purchase and loan, 108 sets of judicial auction houses have attracted great attention in Chengdu real estate market after entering the market.

The reporter of national business daily learned that these houses with a starting price of 500 million yuan are located in Chengdu’s once-popular project — — Nanhu international community, mostly 200 ~ 400 square meters of large huxing, and the unit price is lower than the market price.

However, just before the upcoming judicial auction, the first batch of 10 suites originally scheduled for auction on the 22nd suddenly "withdrew".

Chengdu Senyu Industrial Group, which expected to pay off part of its debts through this judicial auction, has the already difficult road of debt repayment experienced twists and turns again?

Nanhu international community. Every reporter Cai Yazhen photo

The reporter found on the 21st that the first batch of 10 suites originally planned to be auctioned on October 22nd had all been withdrawn. The reason for the withdrawal shows: "The applicant executor applied to withdraw the auction on the grounds of reconciliation with the executed person."

Judicial auction houses are not affected by Chengdu’s purchase restriction policy (that is, they don’t need the qualification of purchasing houses in Tianfu New District), and they can be mortgaged, so they have great advantages under the current regulatory background.

However, judging from the judicial auction of Nanhu International’s 108 suites, although each suite has attracted thousands or even more than 4,000 times of attention, the number of applicants for each suite is always zero.

The next auction of 10 suites will be held on October 26th.

"The house of judicial auction should go to see the house in advance, and the court is not responsible for whether the house is flawed." The staff of the Intermediate People’s Court of Chengdu, Sichuan Province, who is in charge of the auction, told the reporter.

Ali auction shows that there are 108 sets of judicial auctions in Nanhu International Community, which are distributed in buildings 20, 21, 22, 23, 32, 39, 40, 41 and 42 of Nanhu International Community. The size of the units is between 850 and 442 square meters, and the total starting price is between 1.367 million yuan and 4.899 million yuan, but most of them are large units, with 11.

Nanhu International Community used to be a smash hit in Chengdu. It is located in Section 2 of Lushan Avenue in Tianfu New District, a national new district, close to Nanhu Park and surrounded by Jiang ‘an River, with high living comfort.

Because of this, Nanhu International has set a record of "selling 450,000 square meters in one year and selling 10,000 suites in three years" and has a glorious past of "Chengdu property market winning three consecutive titles".

Today, in Nanhu International Community, Huayang Street, Tianfu New District, the reporter saw that the whole community was divided into seven phases and developed in batches, covering an area of about 6,000 mu, one of which was delivered in 2010.

"After the purchase restriction upgrade in Chengdu in May this year, the transaction volume of this property is still relatively good compared with several surrounding properties, and about 3 or 4 sets will be sold every month." The staff of the second-hand housing agency near Nanhu International Community told the reporter.

However, compared with before the adjustment and upgrading, the second-hand housing prices in Nanhu International Community have been reduced a lot. Before May of this year, the transaction unit price of Nanhu International Qingshui second-hand house was 17,000 ~ 18,000 yuan. After the adjustment and upgrading, the transaction unit price dropped to 13,000 ~ 14,000 yuan.

The average price of this judicial auction is about 10,000 yuan, which has certain advantages over the market price, but there are still many market participants who think that the area of these houses is too large and the total price is high.

China Huarong Asset Management Co., Ltd. (hereinafter referred to as "Huarong"), as the mortgagee, hoped to recover the debt through judicial auction, but with the withdrawal of the first batch of 10 suites, Senyu’s debt problem was also veiled.

Chengdu Senyu Industrial Group is a local real estate enterprise in Chengdu. Founded in 1995, it has successively developed Huayang Fuhe Music Garden, Wenjiang Senyu Music Garden, Mumashan Vienna Forest Villa, Wenjiang Meiyin Valley, Airport Hanlin Island, Shuangliu Haitang Bay, Haitang Mansion and Jintang Kema Town in Chengdu. Since 2000, it has been rated as "Top Ten Real Estate Development Enterprises in Sichuan Province" for 13 consecutive years.

Mori Yu, who has problems in the capital chain, worries many creditors. Mori Yu, who has been widely recovered from debts, has no choice but to shut down the company and neither repay interest nor principal to the creditors.

As a result, many creditors, such as Minmetals Trust, Huarong, Huaxia Bank, Industrial Bank and Agricultural Bank, had to take measures such as communication and consultation, seizure of assets and judicial auction to solve their debts.

At the beginning of January 2016, in response to bankruptcy rumors in the market, Senyu issued a statement acknowledging that the company encountered a cash flow crisis, but it did not go bankrupt.

Today, Senyu still exists and still shuts down, but its company’s equity has quietly changed.

On July 25th this year, the shareholders of Senyu were changed from Chengdu Jinrui Investment Co., Ltd. and Chengdu TEDA Investment Co., Ltd. to Chengdu TEDA Investment Co., Ltd. and Sichuan West Huaxi Real Estate Co., Ltd..

The reporter inquired about industrial and commercial registration information of West Sichuan Huaxi Real Estate Co., Ltd., and found that its controlling parties include natural person shareholder Zhao Lingling and West Sichuan Real Estate Development Co., Ltd., which is a wholly-owned subsidiary of West Sichuan Development and Investment Co., Ltd., Behind Sichuan West Development Investment Co., Ltd. (hereinafter referred to as "Sichuan West Development") are seven shareholders, including Sichuan Trust, Sichuan Guotou Asset Custody Co., Ltd. (hereinafter referred to as "Sichuan Guotou"), Beijing Capital Venture Group Co., Ltd. (hereinafter referred to as "Beijing Capital") and China Small and Medium Enterprise Investment Co., Ltd. (hereinafter referred to as "SME Investment").

In addition to this judicial auction house, Senyu’s plot that has been shut down for three years and has experienced unfinished and auction has also attracted much attention.

On another plot on the south side of Nanhu International Community, you can see a construction site with bare red brick walls. When the reporter approached, he found that this site was unoccupied and unguarded.

Compared with the busy construction site across the street, this stopped construction site is particularly quiet. There is a fallen engineering enclosure outside the construction site, which confirms the present situation of unmanned management of this construction site.

"I came here the year before last. At that time, the construction site had been shut down. Look at the nets on it." A construction worker working in a nearby construction site told reporters.

And this site that has been shut down for a long time is the Nanhu International Center developed by Senyu.

The project has been suspended since December 2015, and it is divided into the first phase of Jinhui Pavilion and the second phase of Nanhu Riverside.

In April this year, the owner of Jinhui Pavilion reflected the problems that needed to be solved urgently in the unfinished No.6 building of Jinhui Pavilion on the message platform of local leaders. The Planning, Construction and Land Bureau of Chengdu Management Committee of Tianfu New District replied that since the project of Nanhu International Center was suspended, Tianfu New District had come forward to negotiate that the project contractor Chengdu Construction Engineering Group would advance the capital. After the resumption of work in September 2016, the project was suspended again at the end of June 2017 because Senyu was unable to raise construction funds.

Looking back on October 2012, Senyu won this plot for the construction of Nanhu International Center for a total price of 434 million yuan. On January 22, 2013, Senyu won a 93.7-mu commercial land adjacent to the above plot for a total price of 206 million yuan.

Now, under the situation that the capital chain is broken, Senyu has to raise funds by selling assets to solve the debt problem.

On July 11, 2017, the above-mentioned 93.7 mu commercial plot was listed for sale for the first time, but it was finally auctioned for the first time because no one bid at the auction site. Some insiders told reporters, "At that time, many enterprises were not optimistic about business, and everyone was more willing to buy residential land."

At the end of 2017, the above-mentioned plots were once again reported to be listed for sale, but the final auction was also lost.

On May 29, 2018, after 60 rounds of bidding, the last two plots with a total of about 253 mu were finally won by Sichuan real estate company Lanrun for a total price of 2.315 billion yuan. This auction is also regarded as Mori Yu’s "a glimmer of life".

In addition to the auction price, Lanrun has to pay another 250 million yuan for the resumption of construction of Buildings 1 to 6 of Jinhui Pavilion and the corresponding basement in the first phase of Nanhu International Center.

According to the reporter’s understanding, what Lanrun got was actually the remaining 320,000 square meters of buildable area and 93.7 mu of pure commercial land on the Nanhu International Center.

At present, Lanrun’s resumption of work has been paid in place. Recently, Lanrun also joined hands with Anxin Trust to raise 3.6 billion yuan for the development and construction of Nanhu Project in Tianfu New District of Lanrun Chengdu.

An owner of Jinhui Pavilion in Nanhu International Center told reporters that Jinhui Pavilion will still be built by Senyu, and now it is waiting for the site to resume work.

National Bureau of Statistics: Consumption is expected to gradually recover, and online consumption and upgrading consumption will still become an important support for consumption.

On May 16th, the State Council held a press conference on the operation of the national economy in April 2022. Fu Linghui, spokesperson of the National Bureau of Statistics and director of the comprehensive statistics department of the national economy, said that consumption is expected to gradually recover, and online consumption and upgraded consumption will still become an important support for consumption. In April, although the total retail sales of social consumer goods declined, the pace of consumption recovery will accelerate as the impact of the epidemic is gradually controlled. From the experience since the outbreak of the epidemic in the past two years, once the epidemic is effectively controlled and the normal life order is restored, the pent-up consumer demand will be released quickly. In the next stage, the efforts to help enterprises stabilize their posts will be intensified, and the employment base will be generally stable, which is conducive to ensuring residents’ income and consumption power. Benefiting from the development of information technology, some traditional contact consumption has been transferred to online, and the upgrading trend of residents’ consumption will continue, which is conducive to supporting consumption growth.

Innovation should not overthrow tradition, but embrace it to get the essence.

Pi Jun, Secretary of the Party Committee and President of China Youth Publishing House, delivered a keynote speech entitled "Deep Cultivation of Industry Promotes Technological Revolution" at the 2017 World Mobile Internet Conference and New Media Portal Conference. He pointed out that the real technological revolution is bound to occur after the industry is deeply cultivated. The following is the full text of the speech:

Any innovation is not an isolated leap, but has its profound historical logic and realistic scene; Similarly, any technological revolution is based on the demand chain of traditional industries, and more is to enhance the value of factors that people neglected in the past. Therefore, the real technological revolution is bound to occur after the deep cultivation of the industry, rather than appearing out of thin air.

First, the three strange phenomena of current innovation

  1. The technology is improving and the quality is decreasing.

In many fields, we have encountered the phenomenon of quality degradation caused by technological progress. When we used chemical fertilizers and pesticides to produce high-yield crops, the most innovative agricultural model now is natural free-range chickens and miscellaneous grains with a yield of several hundred kilograms per mu; When we wiped out those manual workshops and artisans with almost artistic standards with big industries, now we are calling for the spirit of artisans (there are a lot of manual workshops in Switzerland and Germany at present). I once visited the headquarters of Mercedes-Benz in Stuttgart, Germany. The models in the 1920s and 1930s have far more aesthetic features than today’s models, and all of them are art treasures. Now, personal tailor and handcraft are all labeled as innovation. In fact, what innovation is there? The starting point of technological progress is often to improve efficiency and save costs, but it does not necessarily bring about quality improvement.

  2. Marketing is expanding and creativity is shrinking.

Channel is king and platform is king, which is the most innovative "false proposition" in recent years. We can only say that channels and platforms are very important in a certain period and in a certain field. But if we must say that it is king, it completely violates common sense and basic dialectics. Marketing behavior does not necessarily bring innovation. Now people who advocate that channels are king and platforms are king just find ways to make money through channels and platforms. Once the business model of paying for content is broken, it is only a matter of minutes to knock over channels and platforms. We need to work hard on people. Any industry is people-oriented and creativity-oriented. Enterprises that are only willing to spend money on channels and platforms, but not on people and creativity, end up making wedding clothes for others.

  3. Knowledge is in surplus and knowledge is in shortage.

We are in an era of information explosion, an era of rapid knowledge surplus. Some knowledge became obsolete as soon as it was invented, and a lot of knowledge became obsolete before it could be applied. Most people are even so pitiful that they can’t even touch the edge of the sea of knowledge in Wang Yang. Not to mention encyclopedic figures such as Leonardo da Vinci and Newton, or people like Wang Yangming and Zeng Guofan who know and do in one, if the proportion of total social knowledge is used to measure modern people, most people can be classified as illiterate with diplomas and Bai Ding with academic qualifications. Many people can’t go to bring peace and stability to the country in the world or start their own businesses in the world. I really don’t know what they have learned after spending so much precious time, money and energy. Intellectuals will be replaced by knowledgeable people.

Second, the cause of the problem

  1. Many industries that have been deeply ploughed have been knocked over in the name of "tradition".

Many people often use the word "subversion" to explain innovation. In fact, this has nothing to do with innovation.

Taking the media industry as an example, it takes many years to cultivate a real media person, and it also takes many years to form an excellent media tradition, form a social public opinion environment with the spirit of the rule of law, and build a media system that matches the modernization of the national governance system and governance capacity. However, many people naively think that with technological progress like the Internet, everything can be subverted. In fact, we are destroying ourselves: many people and organizations prefer to spend a lot of time and energy, buy various new technologies to argue rumors, delete posts and withdraw manuscripts, but don’t want to spend energy to train real media people-closer to the truth, closer to the facts, closer to life, more clearly expressed, more reasonable and more dialectical. Most Internet media or self-styled new media organizations are becoming a carnival for people who eat melons, and the efficiency of obtaining information in the whole society has been rapidly reduced. It has become the norm to pick up some poor and valuable things from the massive junk information. Some so-called internet media are turning most people into scavengers in the information world. What algorithms and preferences are used to fool investors and those illiterate people with academic qualifications? Such technology has completely lost the soul of the media. The former ideal of news, media justice and the spirit of seeking truth and being pragmatic have disappeared in the internet media.

  2. The law of production in the material world is opposite to that in the spiritual world.

The production of the material world is demand-oriented, which is the iron law in economics. However, now we find that this rule is gradually failing. Why? Because the law of production in the material world is opposite to that in the spiritual world. In the material world, people’s needs are clear. For example, I need a cup to drink water. You can see any kind of cup in the market. For example, if you want to buy an air conditioner, you can choose any favorite brand. But spiritual products are completely opposite, that is to say, before this cultural product is produced, no one can ask for it. For example, before the film "Wrestle, Dad" came out, no one would appeal that we should watch a movie called "Wrestle, Dad". Similarly, before the book Harry Potter came out, no one in the market would ask to read it. In this sense, any demand-oriented prediction and technology of spiritual products are deceptive.

More importantly, at present, the spiritual life of young people has completely surpassed the material life. In April this year, the CPC Central Committee and the State Council officially promulgated the Medium-and Long-Term Youth Development Plan 2016-2025, which made institutionalized arrangements for youth work for the first time. This plan will mainly target young people aged 14-35. Under the guidance of this planning spirit and the general situation of reading by the whole people, China Youth Publishing House, together with the big data company Chengdu Shulian Mingpin Company, researched and developed the China Youth Reading Index. We just released the second index two days ago. Our research has seen the crux of the problem: no matter the time, energy or money they put into spiritual life, they have greatly surpassed material life. In the past, it was said that the young people have the world, but now people have invented a word called "those who are 9000 years old have the world" (after 90 +00). However, many people have not studied the living conditions of "9000-year-olds" in spiritual life, so it is impossible to really get their hearts and explore the real market.

  Third, what should we do?

  Step 1 embrace tradition

This is an era when "tradition" determines "future". This year’s report "The Road to the Future of Artificial Intelligence in China" released by McKinsey & Company clearly pointed out: "Only when artificial intelligence technology is fully applied to traditional industries, not just to technology giants, its economic potential will be fully demonstrated. This requires overcoming many obstacles, including lack of strategic awareness of business leaders, lack of professional and technical knowledge and high implementation costs. "

Tradition has left three most precious things: attitude, quality and connotation. Why is the practice of "body and mind" very popular among urban white-collar workers now? In fact, they are all learning the attitude of the ancients-the attitude towards nature, the attitude towards society, others and themselves. No matter what kind of innovation we make, the ultimate goal is to improve quality and connotation. Without these three innovations, they are all hooligans. Especially in the field of spiritual products, we must embrace those institutions and people who have the best traditions and are deeply involved in the industry. As we all know, the most creative enterprise at present is not produced at the forefront of technology, but an ancient institution: the Palace Museum. There will be more and more such examples in the future.

Bubbles are generated at the technical end. What can be called traditional things, their starting point must be in line with human nature and Taoism. What we need is to master the traditional core with all our strength, and constantly empower him with new technologies and new models, instead of doing another set. Sima Qian wrote in the biography of Sima Yi in the historical records: The art of war is deep, although three generations of conquering failed to do its justice. In fact, there are many such precious treasures in our tradition, which have not been concealed for hundreds of generations. But only those who deeply cultivate tradition can get it.

  2. Quality first

If the technology represented by the Internet has improved the efficiency of the whole society in the past 30 years, then the innovation represented by culture will improve the quality of the whole society in the next 30 years.

The United States, as a hardware, basically took shape in the 1950s. But other innovations never stopped.

Standardized things will be eliminated quickly, and personalized things will shine. This is determined by the nature of culture.

To be exact, culture has only one function: to ensure that the quality of civilization that has been created is not degraded. No matter what new technology, new model and new format we adopt, it is all for the continued development of the civilization that has already emerged. This requires us to clearly know what level of human civilization exploration has reached, what level of culture has reached, and any cause must start again at this level. Otherwise, we are in danger of reversing history. Therefore, using and embracing new technologies is not the patent of technology school, but should become the mission of traditional industries. Only those institutions that have been deeply involved for many years can do this. As I said earlier, many technical schools only see the formal distinction between paper reading and electronic reading, while China Youth Publishing House has seen the change of reading field, the change of socially necessary consumption time, the industry saturation, and the deep-seated change of aesthetic orientation and value trend. These are all things that laymen can’t touch at all.

In the future, all material things will be done by robots or artificial intelligence, while human beings will all turn to spiritual production, and the quality of culture will be determined by people rather than technology.

  3. Determine the virtual with the real.

Now, our focus is not simply to "break away from reality" or "break away from reality", what we need to do is to "determine the emptiness with reality".

We pointed out in the latest China Youth Reading Index: Why is the "amplitude" so large between "in the name of people" and "young soul/fresh meat"? The film and television dramas such as "Choosing the Sky" are not technical failures, but logical errors. The fundamental reason is that the logic of youth reading in China has not been grasped, and the "real and imaginary" changes between the general trend from "key words" to "reading field" and the "small trend" of youth reading movement in China have not been properly judged.

In my opinion, the cultural industry in the future will move towards the definition of "emptiness" by "reality": reality is the collective situation of this era, the world and society, that is, "state and ecology", and emptiness is the "mentality and intention" determined by this attitude and ecology. The so-called "virtual reality" such as the second dimension, subculture and micro-community are all "virtual insights" of the "real world".

This is also the goal of the China Youth Reading Index:

In terms of culture, the first is to reconstruct the "expression framework system" that maps the youth in China; The second is to reshape the "cognitive framework system" that cuts across the youth in China; The third is to rebuild the "content framework system" to accommodate China youth.

From the market point of view, the first is to measure the "fundamentals" of China youth reading and the changing "hot trends". The second is to measure the "mother of civilization" and "fragments of information, knowledge and thought" read by China youth. The third is to measure the "socially necessary consumption time" and "saturation" of China youth reading.

In a word, who can let China youth spend the least time to find what he wants and needs to read most … This will become the axis of optimization, improvement, subversion and change of all the "guiding methods" and "business models" at present.

Of course, there is still a long way to go, and we have only taken the first step, but it is already the most crucial step.

We are willing to bring exponential growth to the whole industry, which is our responsibility.

<收费公路车辆通行费车型分类>Notice on Relevant Issues of Industry Standard (JT/T489-2019) (Assigned Highway [2019] No.65) and combined with the actual situation of our city, this plan is formulated.

I. General requirements

Conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council, fully mobilize resources from all sides, vigorously promote the application and service of ETC (Electronic Non-stop Toll Collection System) on toll roads, and strive to realize the full use of ETC (Electronic Non-stop Toll Collection System) at toll roads by the end of the year in accordance with the principles of optimizing services, canceling stored value, using at a discount and passing quickly, and the general requirements that people’s governments at all levels are the main players, people’s banks at all levels are the main players, the transportation departments are the leading players, commercial banks are the main players, and relevant units should take

Second, the objectives and tasks

The ETC installation rate of vehicles in our city is not less than 90%, and the ETC installation rate of vehicles passing through expressways is over 90%, and expressways basically realize fast charging without stopping. Ordos Central Sub-branch of the People’s Bank of China made overall arrangements with all units, organized and implemented jointly with major banks, introduced multi-party issuers, and strengthened self-operated outlets and online distribution. All issuers should expand the distribution scale, complete the flag area tasks broken down by each city bank, and ensure that 398,000 ETC users will be added before the end of the year (the city has 615,000 vehicles, 95,000 vehicles have been installed as of August 8, and the remaining distribution tasks are 398,000 vehicles).

Third, specific work measures

(A) to speed up the construction and improvement of toll road toll system.

1. The expressway shall strictly implement the unified technical scheme, engineering construction scheme, operation and service rules and network security protection system of the Transportation Department of the autonomous region, and complete the transformation task as scheduled according to the unified standards and design documents. (Responsible unit: Municipal Transportation Bureau)

2. Organize the city’s operating toll road enterprises to hold an ETC channel construction promotion meeting, requiring each toll station of the city’s toll roads to have an ETC dedicated channel, and strive to complete the transformation before December 31. (Responsible unit: Municipal Transportation Bureau)

(B) to speed up the promotion and application of ETC

1. Strictly control the product quality. ETC cards and OBU (on-board units) are purchased by banks and installed online or offline free of charge. The Ordos Central Sub-branch of the People’s Bank of China and commercial banks ensure that the issuing service agencies are responsible for product quality, ensure after-sales service and ensure that the ETC equipment installed by car owners can be used normally. (Responsible units: Ordos Central Sub-branch of the People’s Bank of China and commercial banks)

2. Increase installation service outlets. The government service halls at all levels set up application ETC windows; All bank issuing cooperation institutions should cover all grass-roots outlets, and organize issuing units to carry out Internet issuance, appointment installation, door-to-door installation, etc. Rely on commercial bank outlets, expressway service areas and toll station entrance plazas to increase installation outlets, which is convenient for the public to install nearby and free of charge. (Responsible units: Ordos Central Sub-branch of the People’s Bank of China, transportation bureaus in various flag areas, and distribution cooperation agencies)

3. Give full play to the advantages of Internet distribution. Introduce Internet third-party platforms such as Tencent, Alipay and UnionPay, broaden Internet distribution channels and expand the scale of users. Encourage all distribution partners to carry out online distribution and provide convenient services for customers. (Responsible unit: Ordos Central Sub-branch of the People’s Bank of China, and various issuing cooperative institutions)

4. Build ETC multi-scene applications, expand service functions, encourage ETC to be applied in car-related fields such as parking lots, basically achieve full coverage of ETC services in parking scenes of large traffic stations such as airports, railway stations and passenger stations by the end of the year, and promote the application of ETC in parking lots such as residential areas and tourist attractions. (Responsible unit: Municipal Development and Reform Commission)

5. Promote the vehicle installation of party and government organs, enterprises and institutions. All official vehicles, state-owned enterprise vehicles, ambulances, fire engines, police cars and other special vehicles in the city should be equipped with ETC equipment by the end of October; Other private enterprises except state-owned enterprises’ official vehicles and their employees’ vehicles, and other administrative institutions’ official and staff private cars are all equipped with ETC equipment before the end of December; The trucks of food and drug production and sales enterprises, coal-related enterprises and non-coal mine enterprises should be installed from the source, and all units should implement them strictly according to the requirements. (Responsible units: people’s governments in various flag areas, municipal organs administration, municipal state-owned assets supervision and administration commission, municipal tax bureau, municipal energy bureau, municipal natural resources bureau, municipal health and wellness commission, and relevant units directly under the municipal government)

6. Promote the installation of operating vehicles. Before the end of December, the Municipal Road Transport Administration is responsible for organizing the completion of the installation of ETC for passenger vehicles, operating trucks, taxis and other operating vehicles. (Responsible unit: Municipal Road Transportation Administration)

7. Increase the preferential treatment for ETC vehicles. From July 1, 2019, the tolls of ETC passengers and trucks will be charged at a 15% discount. (Responsible units: Municipal Transportation Bureau, Development and Reform Commission, Finance Bureau)

8. Realize the sharing of motor vehicle registration information. Before the end of September 2019, realize the sharing of motor vehicle registration information between the transportation department and the public security organs, facilitate the issuance of ETC, strengthen the management of real-name system, and strictly guard against "big cars and small labels" to ensure "one car, one card and one label". (Responsible unit: Municipal Transportation Bureau and Public Security Bureau)

9. dmv will include the installation of ETC in the necessary process, and require the installation of ETC equipment for new households and the installation of annual inspection vehicles without ETC equipment; Major banks negotiate and cooperate to set up "one-stop" handling points in dmv and various car inspection points; The Traffic Management Detachment of the Municipal Public Security Bureau cooperated with the completion of reminding car owners to install ETC at major intersections. Road law enforcement officers should be familiar with the online application process of major banks for installing ETC equipment, and conduct on-site publicity to facilitate car owners to handle ETC. Encourage online application, reduce the input of manpower and material resources, and save the time of passing car owners. (Responsible units: Municipal Public Security Bureau and Municipal Transportation Bureau)

10. All other ETC installation activities that serve the masses shall be coordinated by the relevant units. (Responsible unit: Municipal Urban Management Comprehensive Law Enforcement Bureau and other administrative institutions)

11. The people’s governments in various flag areas shall promote the installation of ETC according to the requirements of the same caliber and scale at the municipal level, and take the initiative to connect with major banks to give play to the main role of banks; Multi-sector cooperation, the deployment of personnel from various departments, such as public security, traffic police, urban management, transportation management and other personnel to form a promotion group, and the flag area needs to be promoted in rural areas in conjunction with Sumu Township to carry out this work to the end. (Responsible unit: the people’s governments of various flag areas are responsible)
